Update 1 Feb 2021: Briton, 29, pleads guilty to molesting his three-year-old female student at learning centre
A 29-year-old British educator has pleaded guilty on Monday (Feb 1) to molesting a nearly four-year-old female student at a learning centre in the west of Singapore.
The court heard that the man, Richard Christopher Monks, molested the girl in October 2018, when she was enrolled at the centre as his student.
At the time of the offence, Monks was 27, and the student was three years and 11 months old.

During a class at a language training and literacy centre, a reading specialist molested a three-year-old pupil while the children watched a video.
British national Richard Christopher Monks, 29, pleaded guilty on Monday (Feb 1) to one charge of using criminal force to outrage a minor's modesty. He had originally been set for a trial but decided to admit to the charge. The court heard that Monks worked at a language centre that was not named in court documents. The students there were aged between two-and-a-half and 12.
The victim was 3 years and 11 months old at the time of the offence and attended Monks' lessons at the centre every Saturday, calling him "Teacher Richard".
Former teacher jailed 8 years for sexual relationship with 15-year-old student, impregnating her
A former physics teacher who impregnated his former secondary school student after they entered into a sexual relationship when she was 15 years old was sentenced to eight years’ jail on Friday (30 August).
The girl, who is now 19 years old, decided to keep the child. The baby is about two years old and under her care. Both the man and the girl cannot be named to protect her identity.
The prosecution sought eight years’ jail for the 41-year-old man, who was found guilty in July of sexual penetration of a minor. After a trial, he was convicted of 19 counts of sexual penetration of a person under 16 years old, which occurred on 10 occasions between August and September 2015 at his house.
Former vice-principal found guilty of sexually violating student from when he was 14
A former primary school vice-principal who sexually groomed a student for years from when he was 14, eventually taking him into his own home, was found guilty on Tuesday (Aug 27).
The man, who is now 57, had claimed trial to three charges of sexual exploitation of a young person and five charges under Section 377 of the Penal Code for carnal intercourse against the order of nature.
At the time of the offences in 2005 and 2006, the law regarded the act of fellatio as unnatural carnal intercourse within Section 377 - with the only exception being fellatio as a stimulant for consensual intercourse between a man and a woman.
Ex-primary school vice-principal who became student’s guardian found guilty of sex acts with him
For more than a decade, the vice-principal of a primary school took advantage of his teenage student, who looked up to him as a mentor.
In 2003, when the man was 41 years old, he began abusing the 14-year-old Chinese national by performing a sex act on him in the school’s gym. This went on when the boy began taking English tuition lessons in the man’s Woodlands home.
The man convinced him that it was “normal and healthy” for males to masturbate each other to release their sexual desires and urges, then performed more sex acts on him.
Man, 59, jailed 23 years for sexually abusing good friend’s young daughters
A 59-year-old unemployed man who sexually assaulted his long-time friend’s two young daughters over four years was sentenced to 23 years’ jail in the High Court on Wednesday (Aug 14).
This included one year of imprisonment in lieu of the maximum 24 strokes of the cane, as offenders above 50 years old cannot be caned by law.
Justice Pang Khang Chau noted that the sentence was “not crushing” as the man would be released when he is about 72 years old, if he gets remission for good behaviour. He has been remanded since June 2017.

Man jailed 22 months for sex with 14-year-old student, who asked him to be her ‘sugar daddy’
He began chatting with a girl on the messaging application Telegram in 2017 and found out she was a Secondary 2 student.
During their conversations, the 14-year-old asked Muhammad Asraf Mustaffa, who was aged 25 and an insurance agent at the time, if he could be her “sugar daddy”. She also told him she was not a virgin.
Having no sexual experience himself, he got curious. The pair ended up having consensual sex in several toilets for the handicapped, including at the Junction 8 and Velocity malls.

Man, 70, jailed for molesting seven girls in under an hour
An elderly man went on a molesting spree at Clementi Bus Interchange earlier this year, groping seven girls in less than an hour. He also molested three other victims on separate occasions with the youngest being 11 and the oldest, 22.
Yeo Kin Choon, 70, was yesterday jailed for 28 months on four counts of outrage of modesty, with another six similar charges taken into consideration. Court documents showed Yeo's spree began at about 1pm on March 15 at Clementi Bus Interchange and ending at around 1.55pm:
- At about 1pm, the first victim, a 12-year-old girl was walking with a classmate to the interchange from The Clementi Mall. Yeo, who was walking behind them, suddenly reached out and groped her.
- After that, he molested three more girls before groping another 12-year-old girl at about 1.45pm.
- He molested two other 12-year-old girls after her.
- Earlier that week, he molested a 13-year-old girl at Sembawang Bus Interchange and a 14-year-old girl at North Bridge Road Market.
Grandfather who sexually abused grandson jailed 12 years
A grandfather who molested and sexually abused his daughter’s seven-year-old son over two years was sentenced to 12 years in jail on Friday (22 June)
The 64-year-old man, who cannot be named to protect his grandson’s identity, had also morally corrupted his grandson by showing him pornography as a precursor to the sexual penetration and molest on two occasions, said the prosecution as part of its submissions for sentencing.
Deputy Public Prosecutors Winston Man and N K Anitha asked the High Court for a jail term of at least 12 years.
The prosecution also argued for the need to deter the man, who “demonstrated a degree of persistence in sexually abusing his grandson” in the family home.

A 64-yr-old man who showed pornographic videos to his grandson before sexually assaulting the very young boy on two occasions was sentenced to 12 years' jail on Friday (Jun 22).
The driver and part-time cleaner cannot be named to protect the identity of his grandson, who was seven to eight years old when he was abused in the family's four-room flat between 2015 & 2016.
The man pleaded guilty in February this year to one charge of aggravated sexual assault by penetration & one charge of molestation. Three other charges - one of molestation and two of showing pornographic videos - were taken into consideration.

A 75-yr-old man was jailed for 3 months on Tuesday (March 7) for molesting a 10-yr-old girl.
Cleaner Mowvalappil Ussainer K. Alikunhi pleaded guilty to one count of outrage of modesty.

Citizens launched a petition that has garnered 27,000 signatures calling the sentence "absolutely intolerable".
For each charge of having sex with a minor, Robinson could have been jailed in Singapore for up to 10 years and fined, the BBC reported.

Convicted paedophile, 39-year-old Joshua Robinson, was a celebrated poster boy for Contact Singapore. Contact Singapore was started by the Prime Minister’s Office, and came under the Ministry of Manpower (MOM) in 1998. The agency’s microsite featuring Robinson was quickly scrubbed after his conviction. But a Google search shows that Contact Singapore had once used him to promote their mission.
In the video, Robinson can be heard saying, “Life in Singapore, to me, feels really easy”. He also praised Singapore for its minimal taxes and good public transport.

Jail for former teacher who molested seven-year-old girl
A former reading specialist teacher who molested his seven-year-old female student was sentenced to 18 months plus six weeks of jail on Tuesday (3 January).
The teacher, 66-year-old Briton Ian Lewis, was handed the six weeks’ jail sentence in lieu of the three strokes because he is above 50 and cannot be caned.
Lewis had admitted to rubbing the girl at the enrichment centre he taught at sometime between 16 September and mid-December in 2014. An additional charge of molesting another eight-year-old girl in March 2015 was also taken into consideration.

What is the legal age for sex in Singapore? What are some common sexual offences in Singapore?
Pursuant to section 376A of the Penal Code, sexual penetration of a minor under 16 is an offence even if the minor has given consent. Both male & female minors are covered by this provision. In addition, according to the definitions of the aforementioned section, sex consists of sexual penetration, and includes vaginal, oral or anal sex.
In addition, commercial sex with minors under 18 is also a punishable offence pursuant to section 376B of the Penal Code. Furthermore, under section 376C of the Penal Code, Singapore citizens or Permanent Residents who engage in commercial sex with a minor under 18 will still be liable even if the acts were done in a location outside of Singapore.
With regards to the common protest: “I did not know she was below 16”, section 377D of the Penal Code clearly states that:
- If the offender is above the age of 21, he cannot claim that he mistakenly believed the minor was not underage as a defence.
- If the offender is below the age of 21, he may claim that he mistakenly believed the minor was not underage as a defence, but only if the minor was of the opposite sex, and if the offender has not previously committed any similar sexual offences before.
Is it time for a sex offender registry?
Those in favour of the idea argue that a registry serves the public interest to keep people informed.
For example, people hired to work with children can be screened for underage sex convictions.

A Transgender, who is biologically female but lives as a man, was yesterday sentenced to 10 years in jail for the sexual abuse of a teenage girl. She was initially cleared by a lower court which had ruled that a woman could not be convicted of sexual penetration of a minor.

A secondary school teacher who preyed on a girl four times his junior and got her to send him more than 50 nude photos and videos over a 9-month period was jailed for 22 months on Friday (Oct 7).
A district court heard that Kuang Liang Yong, 47, had embarked on a sustained campaign of deception and emotional manipulation. He crafted a fake identity of a man who suffered from erectile dysfunction to gain the 13-yr-old's sympathy and got her to send the nude photographs and videos to him in 2012 and 2013.

A 49-yr-old man who molested several young children over the span of 12 years received 11½ years of jail & 15 strokes of the cane on Friday (Aug 12).
Tahir Hassan, previously a sorter & packer at a supermarket, would randomly visit housing estates to sell items such as massage lotion & perfume. Apex court overturns ruling that cleared woman of sexual penetration of a minor
The Court of Appeal on Wednesday (Sep 28) overturned the earlier ruling of a High Court judge that only a man can be found guilty of the offence of sexual penetration of a minor.
Section 376A(1)(b) is gender-neutral and is capable of applying to a female offender," said Chief Justice Sundaresh Menon, delivering the decision of the 3-judge court, which also includes Judges of Appeal Andrew Phang and Tay Yong Kwang.
The court will issue detailed written grounds at a later date.

Women can be guilty of sexual penetration of minors: Apex court
A woman can be just as guilty as a man for the crime of sexual penetration of a minor, the Court of Appeal made clear yesterday as it overturned the acquittal of a transgender who lives as a man.
The previous judge had ruled that Zunika Ahmad, 40, because of the way the law was worded, could not be guilty of the crime when she used a sex aid on a 13-yr-old, despite her pleading guilty to six counts of sexual penetration of a minor.

In an unexpected turn of events, the High Court yesterday cleared a woman of sexual penetration of a minor, ruling that only a man can be guilty of the offences.
Senior Judge Kan Ting Chiu made the unprecedented decision in the unusual case of Zunika Ahmad, a 39-yr-old transgender individual who is biologically female but lived as a man and even married 2 women using the bogus identity of an Indonesian man.

Graduate jailed for taking upskirt of 8-yr-old girl
A graduate was sentenced to 20 weeks’ jail for taking upskirt videos of young girls. Singapore Permanent Resident (PR) Wong Jia Wei, from Butterworth Malaysia, was arrested when a shopper reported him for taking a video of the underwear of an 8-year-old girl in a shopping mall in April 2015.
The police also found at least 18 videos in his handphone of upskirt videos of young girls aged between 6 and 10 years old. According to investigations revealed in the court hearing, the pedophile has been doing so since 2012.
Deputy Public Prosecutor said: “Wong revealed that he had taken numerous upskirt videos of young Chinese girls between six and 10 years of age when he chanced upon them sitting in a manner that inadvertently exposed their panties… he has been taking upskirt videos since 2012.”

A 77-yr-old security guard who repeatedly molested a 14-yr-old girl on a bus was jailed for 5 weeks yesterday.
Samlawi Haji Sirat pleaded guilty to touching the girl's upper thigh on an SBSTransit bus on Feb 6 last year.
The court heard that the Secondary 3 student boarded service No. 21 in Balestier Road at about 1.30pm that day. The bus was heading towards Pasir Ris interchange.

A security guard who sexually assaulted his 12-yr-old daughter over a period of around 10 months and threatened to kill his estranged wife was sentenced to jail & caning yesterday.
The 43-yr-old, who cannot be named so as not to identify his victim, had pleaded guilty to 2 charges each of molestation and criminal intimidation. Two other charges were taken into consideration.
He was sentenced to 4 years and 3 months in jail and five strokes of the cane.

A 15-yr-old girl could trust no one but her school to tell the school librarian that she had been molested by her stepfather. That was how on 2 Feb the misdeeds of her stepfather, a 69-year-old American who is here on a dependant’s pass, came to light. The school subsequently notified the Ministry of Social and Family Development and a police report was made the following day.
The American married the girl’s mother in Jul 2015 and the incident happened on 22 Jan this year at a flat in the north-west of Singapore. In court, the man admitted to to tapping the girl’s breast, cupping and squeezing her breast, and slipping his hands into her tights and touching her left buttock.
The man said that on that day he approached the girl and tapped her once near her rib cage to ask her to go for lunch with him. He repeated the act a few minutes later but as the girl was using her tablet device, she waved her hand to signal that she will go soon. The man however persisted in calling her in that manner when he said that he had a strong urge and could not control himself from touching his stepdaughter inappropriately.

Liew Kin Wah, 46, was working at a learning centre when he committed three offences of sexual penetration of a minor and one of an indecent act with a child at his home in Woodlands on Feb 27 last year.

A 40-yr-old former crane operator was sentenced to 12 yrs’ jail and nine strokes of the cane on Wednesday (April 13) for raping a minor — more than 20 years younger than him — days after they met through a mobile phone messaging application.
Lee Seow Peng, who is married, first met his victim on May 26, 2012 and asked her to be his girlfriend the following day. The victim cannot be named due to a court order to protect her identity.
Two days later, Lee suggested that they meet up. He picked her up near her school, drove her to a public carpark at the Chinese Garden, and had sexual intercourse with her at the back of the vehicle.

A 60-yr-old man has been arrested on suspicion of molesting a teenage girl on a public bus.
The 15-yr-old victim made a police report on July 23 alleging that she had been molested while travelling on a bus on Boundary Road in Serangoon.

The State Court on Thursday dealt with three separate cases of sexual offences committed by men against minors. They are the latest in what seem to be a frequent occurrence in Singapore, going by news reports, of such cases involving minors.

Pizza deliveryman on trial for rape of 16-year-old girl
A pizza deliveryman who allegedly masqueraded as a police officer and raped a 16-year-old girl in Oct 2013 went on trial in the High Court on Tue (May 24).
Muhammad Firman Jumali Chew, 30, allegedly saw the girl and her boyfriend behaving intimately at the staircase landing of a Woodlands block on Oct 9, 2013. He stopped the couple and demanded they produce their identity cards, telling them he was a police officer, prosecutors said.
Worried that Firman would report their actions to their parents and school, the couple, both 16, said they complied. Firman then led the girl away from her boyfriend and asked her what she would give him in return for keeping silent. The teen offered Firman money for helping her, but he raped her instead, prosecutors said.

Man charged with rape and sexual grooming of 12-year-old girl
A man was charged in court on Tuesday with raping a 12-yr-old girl and sexual grooming of the minor
Lee Seow Peng, 38, is alleged to have raped the girl at a public carpark at Chinese Gardens in Jurong sometime on May 29, 2012.
If convicted, he faces a jail term of up to 20 yrs with at least 12 strokes of the cane, reports The Straits Times.
The second charge accuses him of sexual grooming by having communicated with the girl on at least two previous occasions before the alleged statutory rape.
His crimes could have gone unnoticed, if not for the fact that the 13-yr-old girl was discovered to be pregnant during a medical check in a hospital in July this year.
Muhammad Nur Hakim Abdullah, 21, had met the teen in January. The next day, she agreed to be his girlfriend. She cannot be named as she is a minor.

A 15-yr-old student suffered psychological problems, an eating disorder and even considered suicide after she had sex with a teacher, a district court heard on Tuesday.
According to a report in The Straits Times, the Secondary 3 student experienced intense and prolonged psychological distress, feelings of guilt, shame, disgust and self-blame and had poor sleep during her sexual relationship with the teacher between September 2012 and January 2013.
The 33-yr-old accused, a local merit scholar who is now unemployed, admitted to five of 10 charges - one of committing an obscene act with a young person by French kissing her mouth and caressing her breasts and four of having sex with her.

The teacher used soap to rub the 13-yr-old boy's body and private parts at a condominium in Bishan in May 2010. He had invited the victim and his friend there for a swim. Qiu Shuihua had been due to be released on Thursday. But Judge of Appeal Chao Hick Tin agreed with the prosecution that the district judge who sentenced him last year was wrong to find that there was a genuine romantic relationship between Qiu and the 14-yr-old girl.
Justice Chao said that while the girl had expressed affection for Qiu, he had used "emotional blackmail" to get her to have sex with him.

Teo Koon Tian approached the youngster as he played with his mobile phone at a void deck table and told him he was "cute and handsome", then twice touched him on the cheeks.
