Sales director in Singapore for conference molests woman in Marina Bay Sands lift

An Egyptian man in Singapore for a conference herded two women into a lift at Marina Bay Sands and molested one of them, before lifting his shirt and insulting her modesty.

Wael Mohamed Abdelmagid Ibrahim Kandil, 38, pleaded guilty on Monday (Sep 25) to one count each of molestation and insulting a woman's modesty. A third count of using criminal force by pushing the victim into the lift will be considered in sentencing. The court heard that Wael was the director of sales for Simply Gourmet, a company based in the United Arab Emirates. He was in Singapore for a week in April 2023 for a conference.

At about 3am on Apr 29, a 36-year-old Vietnamese woman and a 39-year-old Singaporean woman were at the entrance to a lift lobby outside restaurant and bar Ce La Vi on the 57th floor at Marina Bay Sands. Wael approached both of them. The two women did not want to interact with him, the court heard. Undeterred, Wael continued talking to them and followed them into the lift lobby.


Singapore jails Malaysian man who wiped his genitals on girl, 11, in a lift

Claiming that he was unable to control his “urges”, a man in Singapore used his exposed genitals to inappropriately touch the elbow of a frightened 11-year-old girl who was sharing the same housing block lift with him.

Khoo Wei Yang, 24, a permanent resident of Singapore originally from Malaysia, was sentenced to five months’ jail after pleading guilty to using criminal force to outrage the modesty of the victim.

A similar charge was taken into consideration during sentencing. The girl’s name cannot be published due to a court order to protect her identity.


Male cop who molested policewoman fined $10k

A policeman was alone in an office with a female colleague to conduct training on first aid and police defensive tactics (PDT) in November 2020 when he molested her.

Abdul Gaffor Jainul Hussain, 48, who was then holding the rank of an inspector, conducted these sessions with the policewoman even though he was not certified to train others on these two topics at the time.

He was fined $10,000 on Monday after he pleaded guilty to two counts of outraging the victim’s modesty. Two other molestation charges involving the same policewoman were considered during sentencing.

Former Singapore Idol judge Ken Lim Chih Chiang was on Wednesday handed one more charge of insulting a woman’s modesty, involving a fifth alleged victim.

Lim, 59, is now accused of six counts of insulting a woman’s modesty and one count of molestation.

He was the executive director of record label Hype Records when he allegedly committed the offences.

A district court has granted an application for former National University of Singapore (NUS) lecturer Jeremy Fernando, who is accused of molestation, to leave Singapore from June 30 to Aug 1.

On Wednesday, the court heard that Fernando, 43, will be taking part in an artists’ residency at the Hangar Artistic Research Centre in Lisbon, Portugal, from July 1 to 31.

Before leaving Singapore, he must furnish his complete travel itinerary to the investigating officer or an officer acting under the latter’s direction.

Man arrested for outrage of modesty, another under probe after altercation at S’pore Grand Prix

A 36-year-old man was arrested for alleged outrage of modesty after an altercation during the Singapore Grand Prix on Saturday.

Another 37-year-old man is assisting with investigations for allegedly voluntarily causing hurt, said the police on Sunday in response to queries from The Straits Times. 

Ms Kaci Beh, a 24-year-old model, took to video-sharing platform TikTok to share how her night at the Singapore Grand Prix turned sour after a stranger allegedly touched her younger sister inappropriately. When they confronted the stranger, Ms Beh and her boyfriend, Mr Bryan Yap, were allegedly assaulted by another man.


16 MEN TO BE CHARGED WITH OUTRAGE OF MODESTY

Sixteen men, aged between 21 and 68, will be charged in court on 19 July 2023 for their suspected involvement in separate cases of outrage of modesty. The cases are as follows:
  • On 14 January 2021, a 50-year-old man allegedly molested a 24-year-old woman at a residential unit along Fraser Street. A Police report was lodged on the same day and the man was arrested on 15 January 2021. The man will be charged with two counts of outrage of modesty and one count of using criminal force under Section 354(1) and Section 352 of the Penal Code 1871.
  • On 22 March 2022, a 43-year-old man, who was an operating technician, allegedly molested a 31-year-old woman while she was undergoing surgery at a surgery centre along Orchard Road. The man was subsequently arrested at scene by Police officers who attended to the incident. The man will be charged with one count of outrage of modesty under Section 354(1) of the Penal Code 1871.
  • On 7 July 2022, a 33-year-old man allegedly molested a 21-year-old woman at a club along River Valley Road. The man was detained at the club and subsequently arrested at scene by Police officers who attended to the incident. The man will be charged with one count of outrage of modesty under Section 354(1) of the Penal Code 1871.
  • On 10 August 2022, a 43-year-old man allegedly molested a 15-year-old girl in a lift of a residential block along Beo Crescent. The Police were alerted to the incident and the man was swiftly identified and arrested by Police officers. The man was also suspected to have taken possession of a bicycle which did not belong to him. The man will be charged with one count of outrage of modesty and one count of fraudulent possession under Section 354(1) of the Penal Code 1871 and Section 35(1) of the Miscellaneous Offences (Public Order and Nuisance) Act 1906 respectively.
  • On 7 September 2022, a 42-year-old man allegedly molested a 20-year-old woman on a bus travelling along Potong Pasir Avenue 1. The woman lodged a police report on the next day. Through follow-up investigations and with the aid of Police cameras and CCTV footages, the Police managed to identify and arrest the man on 3 October 2022. The man will be charged with one count of outrage of modesty under Section 354(1) of the Penal Code 1871.
  • On 23 October 2022, a 41-year-old man allegedly molested and used criminal force on a 26-year-old woman along Stars Avenue. The man also allegedly molested her along Stars Avenue on 24 October 2022. The man will be charged with two counts of outrage of modesty and one count of using criminal force under Section 354(1) and Section 352 of the Penal Code 1871 respectively.
  • On 5 November 2022, a 60-year-old man allegedly molested a 42-year-old woman at a shop along Rivervale Drive. The woman left the shop and subsequently called the Police for assistance. The man was identified and arrested on 11 November 2022. The man will be charged with one count of outrage of modesty under Section 354(1) of the Penal Code 1871.
  • On 4 December 2022, a 22-year-old man allegedly molested a 38-year-old woman at a shopping mall along Syed Alwi Road. A Police report was lodged and the man was swiftly identified and arrested within an hour of the report. The man will be charged with one count of outrage of modesty under Section 354(1) of the Penal Code.
  • On 10 January 2023, a 24-year-old man allegedly molested two women, aged 30 and 31, at a bar along Anson Road. The man was detained at the bar and subsequently arrested at scene by Police officers who attended to the incident. The man will be charged with two counts of outrage of modesty under Section 354(1) of the Penal Code 1871.
  • On 26 January 2023, a 26-year-old man allegedly molested a 21-year-old man at a club at a residential hall of a University along Nanyang Avenue. The man also sexually exposed himself to the victim. The man will be charged with one count of outrage of modesty and one count of sexual exposure under Section 354(1) and Section 377BF(1) of the Penal Code 1871 respectively.
  • On 12 February 2023, a 67-year-old man allegedly molested a 32-year-old woman at a massage centre along New Upper Changi Road. The man will be charged with four counts of outrage of modesty under Section 354(1) of the Penal Code 1871.
  • On 4 March 2023, a 57-year-old man allegedly molested a 44-year-old woman while in a lorry parked along Old Choa Chu Kang Road. He also allegedly stroked the woman’s hand and used insulting behaviour to cause alarm to her. The woman then lodged a report on 8 March 2023, and the man was subsequently arrested on 12 July 2023. The man will be charged with two counts of outrage of modesty and one count of using criminal force under Section 354(1) and Section 352 of the Penal Code 1871 respectively. The man will also be charged with one count of intentional harassment under Section 3(1)(a) punishable under Section 3(2) of the Protection from Harassment Act 2014.
  • On 29 April 2023, a 38-year-old man allegedly molested a 36-year-old woman in a lift after exiting a club along Bayfront Avenue. He also allegedly touched and massaged the woman’s shoulder, and made a gesture intended to insult the modesty of the woman. The man was detained by security officers and subsequently arrested at scene by Police officers who attended to the incident. The man will be charged with one count of outrage of modesty, one count of using criminal force and one count of insulting the modesty of a person under Section 354(1), Section 352 and Section 377BA of the Penal Code 1871 respectively.
  • On 8 May 2023, a 68-year-old man allegedly molested a 10-year-old girl in a lift of a residential block along Lengkok Bahru. A Police report was lodged on 9 May 2023, and the man was subsequently identified and arrested on 10 May 2023. The man will be charged with one count of outrage of modesty of a person below 14 years of age under Section 354(2) of the Penal Code 1871.
  • On 15 June 2023, a 40-year-old man allegedly molested a 22-year-old woman at a club along Bayfront Avenue. The man was detained by security officers and subsequently arrested at scene by Police officers who attended to the incident. The man will be charged with two counts of outrage of modesty under Section 354(1) of the Penal Code 1871.
  • On 18 June 2023, a 21-year-old man allegedly molested a 25-year-old woman at a cafe along Bali Lane. The man was detained by the woman’s boyfriend and subsequently arrested at scene by Police officers who attended to the incident. The man will be charged with one count of outrage of modesty under Section 354(1) of the Penal Code 1871.

There were more outrage of modesty cases in the first half of this year than last year, and in about two out of three cases, the offenders were known to the victims.

The police said on Wednesday that cases of outrage of modesty increased by 4.6 per cent to 773 from January to June this year, up from 739 cases in the same period last year.

Cases where the culprits were known to the victims saw a rise of 9.6 per cent to 489, up from 446 in the first half of last year.


Nearly 1,200 outrage of modesty cases reported each year

Cases of molestation have been on the rise in recent years, and the penalty for these offences is set to be raised to let the authorities better deal with such crimes, Law and Home Affairs Minister K. Shanmugam said in Parliament yesterday.

Between 2016 and last year, an average of 1,190 outrage of modesty cases were reported each year - about 24 per cent higher than between 2011 and 2015. "We want egregious cases to be dealt with more severely," he added.

Following a review of the sentencing framework for hurt and sexual offences, the maximum penalties for molestation and two other sexual offences involving minors are set to be raised, he announced.



Man jailed for touching woman on train with his penis

Feeling aroused when his body made contact with a woman's on the train, a man unzipped his pants and touched the woman with his erect penis.

For using criminal force to outrage the 31-year-old woman's modesty, 55-year-old Mohamad Rasid Mohamad Sani was sentenced to five months' jail on Tuesday (Jan 21).

The court heard that Rasid worked as a technical support officer at the Institute of Technical Education in Ang Mo Kio at the time.

Five months’ jail for man who flashed, poked woman with his private part on packed MRT train


A 55-year-old technical support officer was on a packed MRT train during the morning rush hour in May last year when his groin made contact with a fellow passenger. He then became sexually aroused and molested her.

Mohamad Rasid Mohamad Sani pleaded guilty to an outrage of modesty charge on Tuesday (Jan 21) and was sentenced to five months’ jail.

The court heard that Rasid, who is married and has an 18-year-old daughter, pulled down his underwear, exposed his erect penis through his pants’ zipper, and used it to poke the victim’s buttocks from behind.

Man, 55, jailed for molesting woman on MRT train with his exposed genitals

It was the peak-hour travel time on a Monday and the MRT train was likely crowded, but it did not stop Mohamad Rasid Mohamad Sani from molesting a woman with his exposed genitals.

The technical support officer stood close to a 31-year-old woman, pulled his underwear down and exposed himself through the zipper of his pants, before rubbing his member against the victim.

The 55-year-old was on Tuesday (Jan 21) sentenced to five months' jail after earlier pleading guilty to one count of molestation.

Police arrest man suspected of molesting 13-year-old girl in MRT train

Police said on Wednesday (Oct 2) they have arrested a man suspected of molesting a 13-year-old girl in an MRT train.

In a news release, the authorities said they received a report of the incident at about 6.50pm on Sept 26.

The suspect was said to have molested the girl in a train travelling from Bukit Gombak MRT station.

Man arrested for allegedly molesting 13-year-old girl on MRT train

A 44-year-old man has been arrested for allegedly molesting a 13-year-old girl on an MRT train, the police said on Wednesday (Oct 2).

The police said they received a report last Thursday at 6.50pm that the girl had been molested by a man she did not know while on a train travelling from Bukit Gombak MRT station. The man left after the incident.

With the aid of closed-circuit television images, officers from the Jurong Police Division established the identity of the man and arrested him on Tuesday.

A former scholar at Nanyang Technological University (NTU) was given a short detention order (SDO) of two weeks for trespassing into a female toilet at a hall to film a fellow student showering.

Han Shiyu, 18, a Chinese national, yesterday pleaded guilty to one charge each of criminal trespass and insulting the modesty of the woman.

Another two similar charges were taken into consideration.

Expelled NTU student gets short detention order for filming woman in hall toilet

The Nanyang Technological University (NTU) student who was expelled after filming a woman in a shower on campus was sentenced by a court on Monday (Jan 20) to a short detention order of 14 days.

Chinese national Han Shiyu, 18, pleaded guilty to one charge of insulting the modesty of a woman and another of criminal trespass, with two other charges taken into consideration.

A short detention order (SDO) detains an offender in prison for a short time, but does not leave a criminal record upon release.

Man, 26, arrested for insulting modesty of a female student at NTU

A 26-year-old man was arrested at the Nanyang Technological University (NTU) on Friday (Jan 17) for allegedly insulting the modesty of a female student.

The Singapore Police Force said that it received a call for assistance at a bus stop along Nanyang Drive at about 2.40pm.

“A 26-year-old man was arrested for the offence of insulting the modesty of a person,” said the police.

Man charged with insulting modesty of two people, among first to be charged under revised penal code

A man charged on Tuesday (Jan 21) with insulting the modesty of two people is among the first to be charged under the revised penal code that kicked in on Jan 1.

Muthu Murugesan, a 34-year-old Indian national, was charged with one count of insulting the modesty of two people under Section 377BA of the penal code.

He is accused of removing his pants and stroking himself, intending that this act would be seen by two people, whose identities are protected by gag order. The charge sheets did not state the victims' genders.

Two men jailed for molesting female commuters on public buses

Two men have been sentenced to jail for molesting female passengers on board public buses in separate incidents which took place last year.

Ramakrishnan Anbu, 49, and Kochadai Baskaran, 42, both Indian nationals, were each sentenced to four months’ jail at the State Courts last Monday (2 December).

The duo had each pleaded guilty to a single charge of molestation, but are appealing against their sentences.

7 molest suspects to be charged; police say outrage of modesty cases on the rise

Seven men will be charged in court on Monday (Oct 14) amid an increasing trend in outrage of modesty cases, the Singapore Police Force (SPF) said on Sunday.


The suspects - the youngest of whom is 26 and the oldest, 75 - were allegedly involved in separate cases of outrage of modesty between October 2018 and July this year, said police.


"Outrage of modesty cases have been on an increasing trend and remain a key concern for the police," said SPF.

2 men in their 70s among 7 to be charged with outrage of modesty


Seven men aged between 26 and 75 will be charged in court on Monday (Oct 14) for separate cases of outrage of modesty allegedly committed in various places, including in a taxi and at a monorail station on Sentosa island.


The cases are:

  • A 40-year-old woman reported that she was molested by a 73-year-old man in a clinic along Tanjong Pagar Road on Oct 1 last year.
  • A 31-year-old woman was allegedly molested by a 54-year-old man while in a taxi along Lorong Ah Soo on Jan 4, 2019.
  • A 27-year-old woman was allegedly molested by a 48-year-old man inside a residential unit along Serangoon Avenue 2 on March 8, 2019.
  • A 26-year-old woman was allegedly molested by a 47-year-old man along Gangsa Road on March 22, 2019.
  • A 21-year-old woman was allegedly molested by a 75-year-old man at a shopping centre along Orchard Road on June 4, 2019.
  • A 24-year-old woman was allegedly molested by a 26-year-old man at Orchard MRT station on June 5, 2019.
  • A 20-year-old woman was allegedly molested by a 31-year-old man at a monorail station on Sentosa island on July 22, 2019.

84-year-old among 9 men to be charged with outrage of modesty

Nine men, including an 84-year-old, will be charged in court in separate incidents of outrage of modesty.

The cases, involving suspects aged between 26 and 84, were reported between last November and May this year, the police said on Wednesday (July 10).

On Nov 8 last year, a 20-year-old woman reported that she was molested by a 42-year-old man on a public bus along Thomson Road.

8 men charged with molesting women in unrelated cases

Eight men aged between 25 and 68 were charged in court on Monday (Oct 23) for separate cases of molestation allegedly committed in nightspots and on public transport since the start of the year.

Their prosecution came as the police recently flagged a rising trend of molestations amid a general decline in crime.

Five of the eight men who landed in the dock on Monday had allegedly struck in nightspots and on public transport. The three accused of molesting women in entertainment outlets were Dadyala Balwinder Singh, 30; Affendi Mohamed Noor, 53; and Jagjit Singh, 31.

7 men, including two in their 70s, charged with molestation

Two senior citizens were among seven men in court yesterday on molestation charges. Lim Ah Bah, 73, faces four charges in total, the most of all the accused. He was charged with two counts each of molestation and insulting a woman's modesty. These cases are said to involve the same victim - a 40-year-old woman. Lim allegedly committed all the offences at the Xin Hua TCM Clinic, which is at the 100 AM mall in Tanjong Pagar, at around 1pm on Oct 1 last year. It was not stated in court documents if he was working there at the time. Lim allegedly touched the woman's private parts through her pants and asked her to apply some lubricating gel there. According to court documents, he is also accused of touching her breasts and asking her "inappropriate questions" pertaining to her sex life.

Separately, 75-year-old Yan Kok Fatt was in court for allegedly molesting a 21-year-old woman at the Midpoint Orchard shopping centre at around 12.30pm on June 4. He is said to have touched her breast and stomach over her clothes.

The other five men are Loh Wai Cheong, 26; Muhammad Salihin Omar, 31; Ng Soon Hee, 47; Haji Mohamed Yusoof, 54; and a Singaporean who allegedly molested his domestic helper on three separate occasions in March.

Male teen accused of molesting women aged 49, 73, 79

A male teenager was charged at the State Courts on Thursday (26 December) with molesting three women aged 49, 73 and 79 on the same day last week. Khamalhan Kavnor Subramaniam, 17, a Malaysian, allegedly committed the offences at HDB blocks near Bendemeer Road and Whampoa West, near Boon Keng MRT Station, last Monday (16 December).

According to his charges, Khamalhan allegedly swiped the vagina of a 79-year-old woman backwards to her buttocks while she was squatting along an eighth floor corridor at about 6pm. Shortly after, he purportedly swiped the buttock of a 49-year-old woman inside the lift at another HDB block.

Then at about 10pm, Khamalhan allegedly grabbed the left breast of a 73-year-old woman at the seventh floor lift lobby of another HDB block.

Boy, 17, charged with molest of women in their 70s

In just four hours, a teenager allegedly molested three women, including two who are in their 70s, at three Housing Board blocks in Bendemeer and Whampoa. Khamalhan Kavnor Subramaniam, 17, who has been in remand since last Thursday, has been charged with three counts of outrage of modesty.

The Malaysian teenager allegedly began his spree at about 6pm on Dec 16. He is accused of touching the private parts of his first victim, a 79-year-old woman, while she was squatting in an eighth-storey corridor at a block in Whampoa. Minutes later, he allegedly touched the buttocks of a 49-year-old woman in a lift at a nearby block in Bendemeer.

He allegedly struck a third time at about 10pm by groping a 73-year-old woman at the seventh-storey lift landing of another Bendemeer block.

Teen accused of molesting 3 women, including 2 senior citizens

A teenage boy has been taken to court after he allegedly molested three women, including two in their 70s, on the same day. Khamalhan Kavnor Subramaniam, 17, who appeared in a district court on Tuesday (Dec 24) now faces three counts of molestation.

The Malaysian teenager allegedly went to the eighth storey of a block of flats in Whampoa at around 6pm on Dec 16 this year and touched a 79-year-old woman's private parts as she was squatting down in a corridor.

He is also accused of molesting a 49-year-old woman in a lift at a Bendemeer block of flats minutes later. He is said to have struck for the third time about four hours after that.

Seven years' preventive detention for recalcitrant offender who molested 2 boys

A repeat offender who molested two boys about a year after he was last released from prison is back behind bars.

Seyad Sulaiman Maideen Pillai, 53, was handed a seven-year preventive detention (PD) sentence on Thursday (Dec 26).

PD, which is only for repeat offenders who are over 30, imposes the full jail term with no reduction for good behaviour. It can last up to 20 years.

Recalcitrant paedophile sentenced to 7 years’ preventive detention for molesting two boys on a bus

A paedophile was back at it again when he stroked two boys on the thigh on separate occasions earlier this year, just over a year after he had been released from prison for a similar offence.

On Thursday (Dec 26), Seyad Sulaiman Maideen Pillai, 53, was sentenced in the State Courts to seven years’ preventive detention, which was backdated to June 15.

Prevention detention is a separate regime from regular sentencing, and applies to recalcitrant offenders. The sentence can range from seven to 20 years, and offenders must serve the full sentence in prison with no reduction for good behaviour.

Two weeks' jail for security supervisor who exposed himself to stepdaughter

A security supervisor was aware that his stepdaughter was in a bathroom when he stood outside and exposed himself to her when she stepped out.

The 57-year-old man covered up only when the 36-year-old woman yelled at him.

The court heard that he had committed a similar act in front of her in 2014.

NUS student placed on mandatory leave of absence after he allegedly shot upskirt videos

A student from the National University of Singapore (NUS) has been placed on a mandatory leave of absence since September after he allegedly shot upskirt videos of women on campus and at Haw Par Villa MRT station.

Luah Chao Zhi, 23, will also appear before an NUS board of discipline in January next year.

He appeared in a district court on Tuesday (Dec 24) and is now accused of five counts of insulting a woman's modesty.

NUS student suspended for allegedly taking photos of two women showering in hostel toilet
Ryan You Jun Chao, 25, has been suspended and his graduation has been deferred in light of the charges, an NUS spokesperson told TODAY

A National University of Singapore (NUS) student allegedly trespassed into a women’s toilet at a residential hall on two occasions earlier this year, in order to take photos of female students showering.

Ryan You Jun Chao, 25, is accused of doing so on Feb 14 at about 7.15am, and on March 5 at about 2.15am. He has since been suspended by the university.

The Singaporean was first charged on Oct 30 with two counts each of criminal trespass and insulting a woman’s modesty. He returned to a district court on Wednesday (Dec 11) for a further mention of the case.

NUS student to plead guilty for trespassing, taking shower pics

A National University of Singapore (NUS) undergraduate who trespassed into a female toilet within a residential college to take obscene photos of two women indicated in court that he will be pleading guilty to his charges on Wednesday (11 December).

Ryan You Jun Chao, 25, faces two counts of criminally trespassing into the female toilet on 14 February this year at about 7.15am, and on 5 March at about 2.15am.

On both occasions, he allegedly took photos of two women showering with his mobile phone. The female students and the residential college cannot be named due to a gag order by the court.

A senior police investigator with 17 years of experience preyed on two women suspected of being sex workers while they were in custody.

In what a district judge called a serious abuse of trust, Lee Sze Chiat, 39, a Senior Staff Sergeant, molested one woman and got the other to perform sex acts on him.

All this happened while the women, both Chinese nationals aged 28 and 29 respectively, were in handcuffs in an interview room at Jurong Police Divisional Headquarters.

While interviewing a woman who was under arrest, Lee Sze Chiat took her to a room, locked the door, told her there were no closed-circuit television cameras in there and asked her to massage him

He was not on duty that day but offered to help his colleagues to conduct investigative work.

However, rather than doing so, Lee Sze Chiat caressed the breasts of a woman who had been arrested on suspicion of providing paid sexual services. The senior investigation officer also asked her to provide him with “services” and got another woman to perform a sex act on him. The first victim made a police report a few days later.

The women, both Chinese nationals now aged 28 and 29 respectively, cannot be named due to a court order to protect their identities.

A senior investigation officer with the Singapore Police Force (SPF) committed sexual offences against female suspects in police custody, ordering one woman to perform sex acts on him in the interview room.

Lee Sze Chiat, 39, was sentenced to a year's jail and one stroke of the cane on Tuesday (Nov 19) for acts that the prosecution called "a callous dereliction of duty".

He pleaded guilty to one charge of molesting a female suspect and another of engaging in conduct to the prejudice of good order and discipline, by engaging in sexual activity with a female detainee in police custody.

A former policeman who was a senior investigation officer was sentenced to 12 months' jail and one stroke of the cane for molesting a female suspect and asking another to perform a sex act on him while both were in custody at a police divisional headquarters.

Lee Sze Chiat, 39, who pleaded guilty to the offences on Tuesday (Nov 19), was a Senior Staff Sergeant and part of an investigation team at Jurong Police Divisional Headquarters.

The two women, of Chinese nationality and aged 28 and 29, were arrested and escorted to Jurong Police Divisional Headquarters on Dec 6, 2017. They were suspected to have provided paid sexual services.

Man who allegedly raped daughter twice claims she initiated sex

A father who is accused of raping his older daughter twice and forcing her to perform sexual acts on him in 2016 claimed that the acts were consensual and initiated by the alleged victim.

The 52-year-old man testified that his daughter, then 23, whom he shared a room with, had pulled his shirt after he turned off the lights in the wee hours of 25 March 2016, telling him that she was “horny”.

Opening the defence’s case on Monday (18 November), lawyer Lau Wen Jin told the court that the charge of of rape should be amended to incest. In the event that the defence fails to argue its case that the sexual acts were consensual, Lau said he would rely on the defence that the man had mistaken his daughter’s consent.

Man lied to cop that he was drugged and raped by boyfriend

Unhappy with his partner for not showering him with enough attention, a 34-year-old man called the police hotline and lied that someone had tried to drug and rape him, a court heard.

Fredy Kosman Kwee later lied to a police investigator that his 50-year-old boyfriend had force-fed him a pill which made him lose consciousness and then raped him at their home.

Kwee came clean soon after, when confronted with evidence from CCTV footage which showed that his boyfriend was not at home at the time of the alleged offence.

He pleaded guilty to three charges of molestation and one charge under the Protection from Harassment Act, with three other charges taken into consideration.

The lawyer, who cannot be named due to gag orders issued by the court, is now with a different law firm. He is accused of molesting an unidentified woman by pressing his thigh against her upper arm at the law firm at Ocean Financial Centre in Collyer Quay, on Oct 11, 2017.

The other three charges allege that he insulted the same woman's modesty by taking photos of her underwear at the Ocean Financial Centre on Oct 11, 2017, and of her chest and underwear on two occasions in April 2017.

Former Drew & Napier lawyer accused of molesting colleague claims police officer offered to close matter

A lawyer formerly from top law firm Drew & Napier is on trial for molesting his female colleague. The ancillary trial for the man, who is now working in another law firm, opened on Monday (11 November). He faces one count of molesting the colleague and three counts of insulting her modesty. His charge sheets state that he molested the colleague on 11 October 2017 by pressing his thigh against her upper arm in the law firm’s office. He is also accused of taking a photo of her panties on the same occasion.

The man is also accused of using his handphone to take photographs of the colleague’s panties and of her chest and bra in April 2017 in the office. He cannot be named to protect the identity of the victim.

Denying the offences on Monday, the man disputed the contents of a statement given to the police. He alleged that the investigating officer for the case, Thanabalan Kothandapani, had promised him that the matter would not be escalated if he were to make a confession, apologised, and revealed where the compromising photographs were kept. “He said the matter wouldn’t go to the Attorney-General’s Chambers and he would close the matter,” said the man, whose age was redacted from court documents. The IO allegedly made the offer on 10 November 2017.

He faces three counts of outraging the modesty of the woman by taking intrusive photographs, and one count of using criminal force to outrage her modesty.
Court documents stated that he allegedly used his handphone to take photographs of her chest, bra and panties at about 8pm one day in April 2017.

A woman who visited a doctor believing she had a "normal sickness" like flu or a fever ended up having her breast touched by him, a court heard yesterday.

When her boyfriend called family physician Lui Weng Sun to ask why he pulled down her bra cup and touched her breast, the doctor allegedly neither confirmed nor denied doing so - but said "sorry", adding that he needed to "check the things inside".

Lui, 46, is claiming trial to outraging the 24-year-old woman's modesty at a Northeast Medical Group clinic in Jalan Tiga near Old Airport Road in November 2017.

17-year-old NTU student expelled after allegedly filming woman showering on campus

A 17-year-old Nanyang Technological University (NTU) student has been expelled after allegedly using his mobile phone to record a video of a 20-year-old woman showering on campus.

According to The Straits Times, Han Shiyu, a Chinese national, is accused of insulting the woman’s modesty on Aug. 12, 2019. He allegedly committed the offence at around 9:20pm that day.

An NTU spokesperson told Mothership that Han was an NTU student at the time of the offence, but has been expelled since October 2019.

When a 17-year-old young man returned to his former secondary school to help conduct training for the National Police Cadet Corps (NPCC), he decided to molest a female fellow ex-cadet.

Under the pretext of finding a lost pencil, he lured her into a girls’ toilet cubicle, locked the door behind them and molested her. He also asked her to perform a sex act on him while she tried, unsuccessfully, to escape.

In a district court on Thursday (Nov 14), the youth — now a polytechnic student — pleaded guilty to one molestation charge. A second such charge will be taken into consideration for sentencing next week.

At the State Courts on Friday (15 November), the 37-year-old culprit was jailed for 13 months and 10 weeks, along with three strokes of the cane.

The Vietnamese national pleaded guilty to one charge each of molestation and insulting the modesty of the victim, a 45-year-old Chinese national.

A 44-year-old man has been arrested for allegedly molesting a 13-year-old girl on an MRT train, the police said on Wednesday (Oct 2).

A Chinese national allegedly raped and sexually assaulted at least five teenage girls aged 14 to 19 years old between last September and June this year - on a nearly monthly basis.


Lin Rongxin, who appeared in court on Monday (August 19) via video link, is facing seven counts of rape and one of sexual assault by penetration.


The 31-year-old is currently in remand for psychiatric assessment.

A 39-year-old man was found guilty on Monday (Aug 5) of molesting an air stewardess on a flight from India to Singapore two years ago.


Vijayan Mathan Gopal, who is a Singapore permanent resident, was on the Singapore-controlled aircraft from Cochin, India, to Singapore on Nov 2, 2017.


He was convicted of three counts of outraging the modesty of the 22-year-old Scoot air stewardess by holding her right arm and touching her face, cupping her face with his hands, placing his hand on her thigh and touching her buttock.

A breakdown of the 56 sexual misconduct cases at local universities in last 3 years


There were 56 cases of sexual misconduct involving students from the six local universities in the last three years, 14 of which were committed off campus, Education Minister Ong Ye Kung told Parliament on Monday (May 6).

Of the 56 cases:
  • Twenty-five involved students from the National University of Singapore (NUS) and two involved students from Yale-NUS, which has its own Board of Discipline separate from NUS
  • Twenty were from Nanyang Technological University
  • Six were from the Singapore Management University
  • The Singapore University of Technology and Design (SUTD), Singapore Institute of Technology (SIT) and Singapore University of Social Sciences (SUSS) had one case each
In 37 of the cases, the victims made police reports:
  • Four cases are still under investigation, while there was insufficient evidence to make out offences in two cases.
  • Of the remaining 31 cases, 16 were prosecuted in court and 10 resulted in jail terms of between 10 days and eight months, said Law and Home Affairs Minister K Shanmugam. The cases which resulted in jail terms were for serious offences involving outrage of modesty or multiple instances of voyeurism, said Mr Ong.
  • Of the six who were not jailed, four were put on supervised probation, one received a discharge not amounting to an acquittal, and one case is awaiting sentencing.
  • Thirteen other offenders were given a conditional warning and two were given a stern warning. Of the 13 given conditional warnings, one re-offended. The student from NUS was sentenced to eight months’ jail and fined S$2,000 for both his offences committed in 2015 and 2017, said Mr Shanmugam.

Four peeping tom cases at unis in a month


Joel's case is the fourth reported case involving voyeurs at universities since NUS undergraduate Monica Baey took to Instagram last month to vent her frustrations after being filmed while showering in NUS' Eusoff Hall.


Three peeping tom cases were reported to have taken place at Nanyang Technological University halls in recent weeks, according to local media reports.


Baey had called for tougher action to be taken against the perpetrator, who was made to write an apology letter and undergo mandatory counselling, in addition to being banned from entering Eusoff Hall and suspended from school for a semester.

A man was arrested on Saturday (May 11) by the police after he allegedly filmed a female student in a bathroom at a National University of Singapore (NUS) hostel.


In an internal circular sent to NUS students which TODAY has seen, the university's campus security office said it was alerted to the incident at NUS' Raffles Hall on Saturday morning.


"The matter has been reported to the police and we are assisting in their investigation," said the email, which added that the university is providing the victim with "dedicated support and assistance".

More people in Singapore have fallen prey to molesters, especially on public transport and at public entertainment nightspots, as well as scammers in the first half of this year, fuelling a spike in overall crime.


Increasingly popular tricks include: fake loan schemes, fraudulent e-commerce sales, & the "Chinese official" ruse, where scammers claim to be officials from China to demand money from victims.


Overall, a total of 16,460 crimes were reported between January and June this year, up from 15,949 cases in the same period last year, according to mid-year crime statistics released by the police yesterday.

20% spike in reported molest cases this year


As of last month, there were 1,168 such reported cases this year - a 20% spike compared with the same period last year.


In particular, cases reported on public transport went up by 49%. Those reported at public entertainment outlets rose by 24.6%.


These figures do not merely reflect an increase in the crime alone, said Ms Jolene Tan, the head of advocacy and research at the Association of Women for Action and Research. For a "vastly under-reported" offence like sexual assault, the uptick may also indicate that more victims feel more confident to report their experiences, she told The New Paper.

12 men, aged between 22 to 59, will be charged in court on Aug 24 and Aug 27 for 12 separate cases of outrage of modesty reported between Jan 2017 to July 2018.


In the period between Jan 2018 to June 2018, there were 832 reported cases of outrage of modesty. This is an increase of 147 cases compared to the same period in 2017.


Out of the 832, 105 cases were reported to have occurred on public transport while 63 were in public entertainment outlets. In both instances, there was an increase of 32 and 17 cases respectively compared to the same period in 2017.

8 Men To Be Charged For Separate Cases Of Outrage Of Modesty And Other Offences


8 men, aged between 23 and 67, will be charged in Court on 27 February 2018 for eight separate cases of Outrage of Modesty, committed between November 2016 and December 2017.


Brief details of the cases are as follows:

  • On 11 March 2017, the Police received a report that a 19-year-old woman was molested at the Singapore Botanic Gardens. A 29-year-old male suspect was arrested on the same day. He will also be facing an additional charge of Using Criminal Force against the woman for pulling her hair to stop her from leaving.
  • On 17 August 2017, the Police received a report that a 32-year-old woman was molested in a restaurant along Unity Street. A 42-year-old male suspect was arrested on the same day. He will also be facing additional charges of using criminal force, voluntarily causing hurt and using abusive words against a public servant.
  • On 24 September 2017, the Police received a report that a 39-year-old woman was molested in a hotel along Orchard Road. A 67-year-old male suspect was subsequently arrested. He is also facing an additional charge of Outrage of Modesty involving a 41-year-old woman for a separate incident reported on 2 October 2017.
  • On 8 and 11 November 2017, the Police received reports that a 55-year-old woman and a 46-year-old woman were molested by a cyclist along Toa Payoh Lorong 1 and Toa Payoh Lorong 8 respectively. On 15 November 2017, a 23-year-old male suspect involved in both incidents was arrested.
  • On 27 November 2017, the Police received a report that a 33-year-old woman was molested at a public entertainment outlet along Emerald Hill. The 33- year-old male suspect was arrested on the same day.
  • On 1 December 2017, the Police received a report that a 23-year-old woman was molested while exiting the lift at a HDB block along Sin Ming Avenue. The identity of the 28-year-old male suspect was established and he was subsequently arrested.
  • On 10 December 2017, the Police received a report that a 19-year-old woman was molested in a Private-Hire Vehicle at the basement carpark of a hotel located in Orchard Road. The identity of the 36-year-old male suspect was established and he was swiftly arrested on the same day. He is facing a total of three counts of Outrage of Modesty.
  • On 14 November 2016, the Police received a report that a 15-year-old girl was molested on a train heading from Bishan MRT Station towards Marymount MRT Station. The victim recounted two incidents on 8 and 9 November 2016 where she was molested by the same suspect. The identity of the 34-year old male suspect was subsequently established and he was arrested on 18 November 2016.

5 To Be Charged For Outrage Of Modesty


5 men, aged between 20 and 45, will be charged in court on 18 October 2018 for five separate cases of outrage of modesty, reported between August 2017 and April 2018.


The brief details of the five cases are as follows:

  • On 27 August 2017, a 28-year-old woman reported that she was molested by a 33-year-old man when they were inside the lift of a HDB block at Tah Ching Road. The man had also allegedly blocked the victim’s exit from the lift.
  • On 21 February 2018, a 18-year-old woman reported that she was molested by a 26-year-old man when they were on the escalator of Jurong East MRT station.
  • On 4 March 2018, a 21-year-old woman reported that she was molested by a 35-year-old man when they were walking to his car parked along Raffles Boulevard, and inside his car.
  • On 30 March 2018, a 28-year-old woman reported that she was molested by a then 44-year-old man at a HDB block along Jalan Bukit Merah.
  • On 4 April 2018, a 33-year-old woman reported that she was molested by a 20-year-old man at the void deck of a HDB block along Boon Lay Drive.

4 men, aged between 26 and 49, will be charged in Court on 1 December 2017 for four separate cases of Outrage of Modesty, committed between September 2016 and June 2017.

  • On 8 September 2016, the Police received a report that a 22-year-old woman was molested at a public entertainment outlet along Orchard Road. The 33-year-old male suspect was arrested on the same day. He will also be facing an additional charge of using abusive language against a public servant under Section 6(1)(a) punishable under Section 6(3) of the Protection from Harassment Act.
  • On 10 December 2016, the Police received a report that a 34-year-old woman was molested at a shopping centre along Orchard Road. The 49-year-old male suspect was arrested on the same day. He will also be facing an additional charge of Mischief for his involvement in another case.
  • On 5 May 2017, the Police received a report that a 21-year-old woman was molested at a public entertainment outlet along River Valley Road. The 26-year-old male suspect was arrested on the same day. He will also be facing an additional charge of Using Criminal Force.
  • On 30 June 2017, the Police received a report that a 14-year-old girl was molested on board a train heading from Serangoon towards Marymount Station on 29 June 2017. The 35-year-old male suspect was subsequently arrested on 19 July 2017.

2 Men Arrested for Outrage of Modesty


The Police have arrested two men, aged 22 and 29, for their suspected involvement in two separate cases of outrage of modest:

  • In the first case, on 7 October 2017 at about 2am, a 15-year-old female victim reported to the Police that she was molested by a man along Flower Road. The 22-year-old suspect was subsequently arrested on 10 October 2017.
  • In the second case, on 11 October 2017 at about 11am, a 30-year-old female victim reported that an unknown man had molested her inside the lift of a residence along Yio Chu Kang Road.  The 29-year-old suspect was subsequently arrested on 12 October 2017.
Both suspects will be charged in Courts on 13 October 2017. The 22-year-old man will be charged with an offence of Aggravated Outrage of Modesty under Section 354A(1) of the Penal Code Chapter 224 while the 29-year-old man will be charged with an offence of Outrage of Modesty under Section 354(1) of the Penal Code, Chapter 224. If convicted, they are liable to be punished with an imprisonment term of up to 10 years and with caning.

Man jailed for molesting 6 girls in pool at Hougang Swimming Complex


When he noticed a group of boys and girls enter the swimming pool at Hougang Swimming Complex, he felt the urge to touch them.


Job Mathew Panakkal then molested six of the girls, aged between 10 and 13, within the space of about 15 minutes as he swam past them.


On Wednesday (July 3), the Indian national, 37, was sentenced to 20 weeks behind bars after pleading guilty to three charges of using criminal force to molest a minor. 4 other identical charges were taken into consideration for sentencing.

Man, 70, jailed for molesting seven girls in under an hour


An elderly man went on a molesting spree at Clementi Bus Interchange earlier this year, groping seven girls in less than an hour. He also molested three other victims on separate occasions with the youngest being 11 and the oldest, 22.


Yeo Kin Choon, 70, was yesterday jailed for 28 months on four counts of outrage of modesty, with another six similar charges taken into consideration. Court documents showed Yeo's spree began at about 1pm on March 15 at Clementi Bus Interchange and ending at around 1.55pm:

  • At about 1pm, the first victim, a 12-year-old girl was walking with a classmate to the interchange from The Clementi Mall. Yeo, who was walking behind them, suddenly reached out and groped her.
  • After that, he molested three more girls before groping another 12-year-old girl at about 1.45pm.
  • He molested two other 12-year-old girls after her.
  • Earlier that week, he molested a 13-year-old girl at Sembawang Bus Interchange and a 14-year-old girl at North Bridge Road Market.

Nurse molested 6 girls in 2 weeks; he stuck masking tape on fingers to avoid detection


After sticking strips of masking tape onto his fingers to avoid detection, a hospital nurse ambushed 6 girls on overhead bridges and molested them, striking 3 times in about an hour on one occasion.


On some occasions, 39-yr-old Aldrin Illias also took along an extra set of clothes and a pair of spectacles, which he used after committing the offences to make it more difficult for his victims to recognise him.


For his offences, Aldrin was sentenced to 3 years' jail and 10 strokes of the cane on Friday (April 6).

Man sentenced to seven weeks of jail time for groping a woman’s buttocks


Disturbingly, more and more cases of molestation have been recently reported in Singapore. Adding to the list is the latest case of a 22-year-old woman who was molested at Woodlands Temporary Bus Interchange by a 28-year-old construction worker who touched and “tickled” her buttocks. The construction worker pleaded guilty to one count of molestation and was jailed for seven weeks on Tuesday, November 13.


It happened on September 24 of this year. The victim and her 23-year old boyfriend were sitting on a bench at Woodlands Temporary Bus Interchange, waiting for a bus at around midnight.


The victim was sitting on the bench with her boyfriend on her left. A man, identified as Indian national Kaliyaperumal Rajkumar, arrived and took a seat next to her on her right.

Man Arrested For Aggravated Outrage Of Modesty


The Police have arrested a 32-year-old man for his suspected involvement in a case of aggravated outrage of modesty.


On 4 November 2018 at about 5.40am, the Police were alerted to a case of a woman who was molested in a residential unit located along Choa Chu Kang Avenue 3. Officers from the Jurong Police Division and Special Operations Command conducted a search and subsequently arrested him at the carpark of the residential unit at about 11.40am.


The man will be charged in court on 5 November 2018 with the offence of aggravated outrage of modesty. Anyone convicted for the offence of aggravated outrage of modesty under Section 354A(1) of the Penal Code, Chapter 224 is liable for a jail term not less than 2 years and not more than 10 years and with canning.

An unemployed man who tried to offer an Uber driver durian before molesting her was sentenced to jail and caning on Monday (Nov 5) for various offences.

Warehouse manager Wataru Murase, 29, did not run away when his terrified 21-yr-old victim screamed.


When she moved into a squatting position to protect herself, he did the same and tried to touch her again before fleeing the scene.

Japanese national admits to molesting woman in Far East Square toilet

In October last year, a 29-year-old warehouse manager entered a female toilet at Far East Square six times within half an hour, a district court heard on Thursday (1 November).


On his final visit, Murase Wataru found a 20-year-old woman inside washing her hands at a sink. He then stepped behind her and slipped his hands down her top to grope her breasts. Even when the victim squatted and screamed, Wataru persisted in molesting her. He then ran out of the toilet.


At the State Courts on Thursday (1 November), the Japanese national pleaded guilty to one count of molestation and two counts of criminal trespass. Another two charges of criminal trespass will be considered when he is sentenced at a later date.

Doctor suspects error in rape accused's erectile dysfunction test


An ultrasound test for erectile dysfunction carried out on a general practitioner 2 weeks after a patient accused him of rape showed that he was normal.


However, Dr Peter Lim, the urologist who ordered the test in January 2016, told the High Court yesterday that he "strongly suspects" the result was in error, pointing to discrepancies with later tests.


Dr Lim was taking the stand in the continuing trial of Wee Teong Boo, 67, who is charged with molesting and raping a 23-yr-old patient at his Bedok practice, Wee's Clinic and Surgery, in 2015.

A 54-yr-old man who molested his daughter while she was sleeping was sentenced to 15 months' jail on Thu (Aug 2).

A retired man who accepted a friend's offer to rent a room in her Hougang flat ended up molesting the woman's 8-year-old granddaughter.


The 68-year-old man was jailed for a year and eight months on Thursday (Aug 2) after pleading guilty to one count of outraging the child's modesty.


A second molestation charge involving the same girl was considered during sentencing.

A 23-yr-old man has been arrested for allegedly molesting a woman at Serangoon MRT station.


In a news release on Mon (Sep 17), the police said they received a report last Wednesday that a 28-year-old woman had been molested twice - once while on the train and the other after she had alighted at Serangoon station.


The man was identified after follow-up investigations by officers from Ang Mo Kio Police Division and the Public Transport Security Command. He was arrested along Hougang Avenue 5 on Sunday.

He approached the seven-year-old girl at a playground in Jurong and offered to take her to another playground at a mall.


Instead of doing so, however, Paramasivam Maniam brought the girl and her friend to a park where he sexually abused her. The 33-year-old Singaporean was sentenced to two years, eight months and two weeks’ jail on Monday (8 October). He was also handed three strokes of the cane and disqualified from driving for two years.


Paramasivam, who has been diagnosed with mild mental retardation, had pleaded guilty to one count of molest for abusing he girl. He also admitted to one count of forgery – related to a job he was fired from in four days – and one count of stealing a motorcycle.

While asleep on a window seat on board a Singapore Airlines flight, a woman awoke to a sensation of someone pressing her breast. She saw the hand of the man beside her on her breast.


The man, 23-year-old Ravichandran Vignesh, admitted he pressed on the woman’s breast while she was sleeping as he was “drunk and high and tempted” to do so, court documents showed.

A yoga instructor who repeatedly molested his student had his jail sentence increased from 9 months to a year and was also given 3 strokes of the cane yesterday after the High Court allowed an appeal by the prosecution.


Indian national Rakesh Kumar Prasad, 26, had also appealed against his conviction but his arguments were rejected by the court.


Justice See Kee Oon said Rakesh had blatantly abused his position of trust. "His sheer audacity in carrying out repeated intrusions with increasing brazenness while disparaging, belittling and threatening the victim must point strongly towards the need for caning," said the judge.

A 33-yr-old woman was asleep in her bedroom, which is located against a corridor, when a man slipped his hand through an open window to molest her.


Zulhusny Bin Mohamad Arshad, who is 18 this year, faces four charges including outrage of modesty and for drug-related offences.


After pleading guilty, he was sentenced to reformative training at a juvenile rehabilitation centre. However, he is appealing against the sentence.

Dentist suspended for 6 months after molest conviction


A dental surgeon who was jailed for molesting a woman has been suspended for six months, the Singapore Dental Council (SDC) said in a press release on Mon (Oct 29).


Hoo Swee Tiang was sentenced to six weeks' jail in Jul 2016, 2 years ago after he was convicted of outrage of modesty for touching a woman's inner thigh.


Hoo served his sentence from May 11 last year after the court dismissed his appeal against the conviction and sentence, said the regulatory body.

Man jailed for taking upskirt videos of multiple women at 5 MRT

A 25-year-old man was jailed nine weeks on Monday (Aug 5) for taking upskirt videos of multiple women over a few months.


Low Zhi Ying, who was then a customer relationship officer with Hitachi Home Appliances Asia, took the clips of at least five women between March and June last year.


Most of the videos were taken at five MRT stations: Jurong East, Dhoby Ghaut, Telok Blangah, Outram Park and Expo.

Customer relationship officer jailed 9 weeks for taking upskirt videos at MRT stations


A 25-year-old man who took upskirt videos of least five women at different MRT stations was sentenced to nine weeks’ jail on Monday (Aug 5).


Low Zhi Ying took 26 such videos over a span of about four months last year, before two fellow commuters — including a Briton working in Singapore — spotted him taking an obscene video at Telok Blangah MRT Station and detained him.

A private tutor on Monday (Dec 10) admitted to taking "upskirt" videos of 142 women over about one-and-a-half years.


Low Boon En, 40, took the videos between Oct 2014 and May 2016, at places like Daiso stores, supermarkets, MRT platforms, void decks and along various escalators.


He pleaded guilty to 12 charges of intruding on the privacy of a woman with the intent to insult her modesty, with another 130 charges taken into consideration.

Man jailed for sex with 14-year-old, taking upskirt videos


After meeting a teenager via a dating app, a 23-year-old man had sex with the 14-year-old girl on three occasions. The girl subsequently became pregnant and went for an abortion.


On Monday (5 March), Leon Yap, 23, was jailed 16 months after he pleaded guilty in the State Courts to three counts of sexual penetration of a minor under the age of 16 and three counts of insulting the modesty of women by taking upskirt videos.


The court heard that Yap began chatting with the girl in May 2017 via the OKCupid app. Yap and the girl had unprotected sex during their first meeting in May, and on two other occasions in May and June. The girl cannot be named due to a court-imposed gag order.

On May. 1, a student allegedly used a red stool to peek into the women’s toilet in Hall 4.
