One of the family members who lived in a New Upper Changi Road flat where a fire broke out on Wednesday (Mar 9) has died, said Deputy Prime Minister Heng Swee Keat on Thursday.

A family of nine lived in the fourth-storey flat, said Mr Heng, who is also Member of Parliament for East Coast GRC. The family has since been given a temporary space to stay, he said. "I visited the family today, and was saddened to hear that one of the family members had passed on in the hospital. My sincere condolences for their loss," said Mr Heng.

Three people were found unconscious in the flat after a "raging" fire on Wednesday afternoon, said the Singapore Civil Defence Force (SCDF).

Three unconscious people were rescued from a flat in Bedok after a fire, caused by a personal mobility device (PMD) charging in a living room, broke out on Wednesday (March 9).

When Singapore Civil Defence Force (SCDF) personnel arrived at Block 27 New Upper Changi Road at about 1.15pm, one occupant who had evacuated with a baby told them there were still people in the burning three-room flat, SCDF said in a Facebook post.

Firefighters entered the fourth-floor unit and found the three unconscious people in a room. One of them was not breathing, and was given cardiopulmonary resuscitation before she was sent to Changi General Hospital (CGH).

Three unconscious people were rescued from a flat in Bedok after a fire, caused by a personal mobility device (PMD) charging in a living room, broke out on Wednesday (March 9).

On Thursday (June 3) night, a 20-year-old man was in a lift at a housing block in Woodlands when his personal mobility device (PMD) caught fire.

The ensuing blaze burned him severely. Residents living on the second storey of Block 537 Woodlands Drive 16 said they saw the man on fire as he came out of the lift, and rushed to douse the flames on him.

He died from his injuries on Friday (June 4), said the police, after an ambulance took him to Khoo Teck Puat hospital the night before.

There was a record 102 fires involving personal mobility devices (PMDs) last year, almost double from the year before. All 102 cases involved non-UL2272-certified devices with some modification, mainly to the battery.

Highlighting it as an area of concern in its release of annual statistics yesterday, the Singapore Civil Defence Force (SCDF) said PMD-related fires saw a sharp increase from 52 in 2018, and it has been on an upward trend since 2015, when there was only one such case.

Overall, SCDF responded to 2,862 fire-related calls last year, an 8 per cent increase fuelled by 883 vegetation fires - a 50 per cent jump from the year before.

An electric bicycle caught fire beside Choa Chu Kang MRT station on Friday morning (Jan 3), in the second incident involving motorised devices in two days.

Videos posted online of the incident show the e-bike engulfed in flames. Multiple small exploding sounds could be heard, with small pieces of debris flung from the burning e-bike.

The incident was the second involving motorised devices in two days, after another fire involving a PMD outside a Housing Board flat on the ninth storey of Block 409 Bedok North Avenue 2. SCDF told Chinese evening daily Lianhe Wanbao that preliminary investigations found the cause of the fire was due to a PMD that was being charged.

Fires involving PMDs hit record high; 73 from January to September this year

The number of fires involving personal mobility devices (PMDs) has reached a record high, with 73 such incidents between January and September this year.

This compares with 50 PMD-related fires in 2018, 40 in 2017, nine in 2016 and just one in 2015, according to Singapore Civil Defence Force (SCDF) statistics. No fires involving PMDs were reported prior to 2015.

During the fires in the first nine months of this year, one person died while 36 others were injured, SCDF told CNA in response to queries on Monday (Dec 16). In comparison, 34 people were injured in PMD-related fires between 2016 and end-2018.

3 people evacuated from Clementi HDB flat after PMD left charging catches fire: SCDF

A personal mobility device (PMD) that was left charging outside a Housing and Development Board (HDB) flat in Clementi caught fire on Thursday (Dec 5) afternoon.

In a Facebook post, the Singapore Civil Defence Force (SCDF) said that it had responded to a fire outside a 14th floor unit at Block 715 Clementi West Street 2 at about 12.45pm.

The PMD was parked along the common corridor and the fire was extinguished with one water jet.

Singapore bans electric scooters from footpaths after spate of accidents

Singapore announced on Monday it was banning all electric scooters from footpaths, following a rise in the number of accidents involving the devices.

The ban, which begins from Tuesday, will confine riders to 440km of cycling paths, down from the 5,500km of footpaths they could use previously.

Transport experts welcomed the move, saying the government had run out of patience with the problems caused by the scooters, often referred to as personal mobility devices (PMDs). But some retailers said they could go bust and urged the government to reconsider.

Singapore bans e-scooters from sidewalks after injury spike

Singapore banned electric scooters from footpaths after a string of injuries from collisions with pedestrians.

Starting Tuesday, the city-state’s government will fine riders on footpaths as much as S$2,000 (US$1,474) or jail them for three months, or both, Senior Minister of State for Transport Lam Pin Min said Monday.

Electric scooters have become a popular option in a city-state that’s one of the most expensive places in the world to own a car. With the cost of a Toyota Prius topping US$100,000, demand for a battery-powered, two-wheeled alternative has soared among delivery companies and commuters.

Singapore to ban e-scooters from sidewalks amid rising injuries

Violaters will be fined up to S$2,000 (or about US$1,475) and/or jailed for three months, said Lam Pin Min, the senior minister of state for transport. However, the city-state will provide an advisory period that will last until the end of this year before the new rule is more firmly laid out.

By the end Q1 2020, after authorities pass amendments to the Active Mobility Act in Parliament, other personal mobility devices such as unicycles and hoverboards will also be banned on footpaths.

According to the senior minister, authorities catch an average of around 370 offenders a month. There were also many reported accidents, injuries, and deaths involving e-scooters.

E-scooters banned from Singapore footpaths from 5 November

Amid a rise in the number of accidents involving e-scooters and pedestrians, and stronger calls from the public for the ban of such devices on shared spaces, the government will ban their use on footpaths effective from Tuesday (5 November).

The move comes one-and-a-half years after the Active Mobility Act fully kicked in, allowing the use of e-scooters on footpaths, which are typically just 1.5m wide.

Announcing the turnaround in Parliament on Monday (4 November), Senior Minister of State for Transport Lam Pin Min said, “As more accidents occur, the calls for a total ban on PMD (personal mobility device) usage gets louder.”

Singaporeans enraged over the new ban on e-scooters from footpaths are expressing their anger through all sorts of means – from angry rants targeting responsible officials to videos and memes suggesting ways to skirt the law.

Leading the charge against the ban announced yesterday that’s sure to hurt food couriers, Kelvin Ho lashed out on behalf of his fellow deliverymen in a 10-minute diatribe against Senior Minister of State for Transport Lam Pin Min.

“You are destroying all the PMD food delivery riders, you know or not? Footpaths cannot ride ah? At first, you emphasized [that] PMD is a fire hazard [and that] all must change to UL-2272,” he says in slang-choked Singlish. “Okay, you know, many owners got the UL2272 [certified e-scooters] just because of you, LTA people … Now, you say footpaths cannot ride? Wah! Must push ah?”

Madam Ong Bee Eng, 65, died in hospital several days after suffering serious brain injury as well as fractures in her ribs and collarbone in the collision on Sept 21, 2019.

The e-scooter ban on footpaths is "only right", said the brother of a female cyclist who died in a fatal accident with one of the devices in Bedok in September.

Speaking in Mandarin in a phone call with The Straits Times on Monday afternoon (Nov 4), Mr Andy Ong, 53, spoke in favour of the ban, which was announced in Parliament earlier in the day by Senior Minister of State for Transport Lam Pin Min.

Two people were conveyed to the hospital, following two separate fires involving personal mobility devices (PMD) that occurred within an hour of each other on Monday (28 October).

In a Facebook post, the Singapore Civil Defence Force (SCDF) said that it responded to the fires occurring at a 7th-floor unit at Block 106 Bedok North Avenue 4 and an e-scooter shop at No. 33 Lorong 19 Geylang on Monday morning.

The SCDF had responded to the fire at Bedok North at about 11.15am. The fire, which involved the contents of a kitchen, was extinguished using one water jet, said the SCDF.

Three suspected PMD fires over the weekend worry residents

Calm turned to chaos in a Circuit Road block last Saturday afternoon after an explosion rocked a seventh-storey flat.

A woman in her 50s, who wanted to be known only as Madam Kho, said the moment she heard the explosion, she and her sister, who was visiting, fled their eighth-storey unit with her 16-year-old son, their dog and three pet turtles.

Recalling how scared she was, Madam Kho told The New Paper yesterday: "I was frustrated as it was chaotic and it was tiring to evacuate."

54 fires involving PMDs and power-assisted bicycles reported in first half of 2019

The number of reported fires involving power-assisted bicycles (PAB) and personal mobility devices (PMDs) has more than doubled in the first half of 2019, compared to the same period last year.


The Singapore Civil Defence Force (SCDF) said in a Facebook post on Friday (Jul 26) that there were a total of 54 reported fires involving such mobility devices from January to June this year. That is more than double compared to the same period last year, when there were 24 such reported fires.


“The number of such fires in residential premises in the first half of 2019 increased to 36, with 31 people injured, from 23 fires in the same period in 2018 where 11 people were injured,” SCDF added.

A fire involving a personal mobility device (PMD) broke out in a flat in Sembawang on Monday (Aug 26).

The Singapore Civil Defence Force (SCDF) said in a Facebook post that it responded to a fire in a 12th-floor unit at Block 364B Sembawang Crescent at about 5.10am.

The SCDF put out the fire in the living room with a hose reel and two compressed air foam backpacks. No injuries were reported in the incident.

A spate of fires linked to electric scooters, electric bicycles and other personal mobility devices (PMDs) in recent months has led the Land Transport Authority (LTA) to consider reviewing a deadline for the devices to meet fire safety standards.

In September last year, Senior Minister of State for Transport Lam Pin Min announced in Parliament that all motorised PMDs must meet fire safety standards by 2021 to ensure public safety.

But on Tuesday (Jul 23), LTA said that in light of recent fires related to the charging of non-UL2272-certified devices, it is considering bringing forward the deadline.

Spotlight on fire protection at HDB homes after string of blazes

A fire broke out at a unit in Block 293D Bukit Batok Street 21 last Thursday. A 40-year-old man who was rescued from the flat died on Saturday from third-degree burns. Several others were injured. Experts recommend that homes be equipped with a fire extinguisher and smoke detector.


Bukit Batok resident Regina Wong said that after last Thursday's fire at the Housing Board block opposite hers, she has decided to get a fire extinguisher.


The fire at a unit in Block 293D Bukit Batok Street 21 saw firefighters pulling out from the burning flat a 40-year-old unconscious man, who died on Saturday afternoon from third-degree burns. Several others were injured.

LTA to review deadline for PMD safety certificate after spate of fire incidents

The Land Transport Authority (LTA) said on Tuesday (Jul 23) that it is considering bringing forward the end-2020 deadline for all motorised personal mobility devices (PMDs) to meet fire safety standards.


This is in light of recent fires related to the charging of non-UL2272-certified devices, said an LTA spokesperson in an email.


On Monday, a PMD placed in the kitchen of an Ang Mo Kio flat likely sparked a fire causing about 60 people to be evacuated. The blaze was the latest in a string of recent PMD-related fires, one of which claimed the life of a 40-year-old man last week.

Fires involving e-scooters, e-bikes spike by 50% in 2018


The number of fires involving electric bicycles, electric scooters and other personal mobility devices (PMDs) spiked by more than 50 per cent in 2018, the Singapore Civil Defence Force (SCDF) said.


There were 74 such fires last year – a 51 per cent increase from the 49 cases in 2017, SCDF said in announcing its annual Fire, Emergency Medical Services and Enforcement statistics on Friday (Feb 22).


The 74 fires involved 50 electric scooters, 22 e-bikes and two of other PMDs, and caused 12 injuries.

Fire involving PMD battery breaks out in flat at Upper Boon Keng Road

A fire broke out in a fifth-floor unit at Block 19 Upper Boon Keng Road during the early hours of Tuesday (July 9).

Responding to a Stomp query, the Singapore Civil Defence Force (SCDF) said it was alerted to the fire involving the contents of a living room at around 2.55am.

The fire was extinguished using two compressed air foam backpacks by the SCDF.

A fire broke out in a Tampines Housing Board flat on Wednesday evening (July 3).

The Singapore Civil Defence Force (SCDF) said in a Facebook post that it responded to a fire at Block 125 Tampines Street 11 at 6.20pm. The fire involved the contents of a living room on the fourth floor of the block.

The SCDF put out the fire using a water jet. There were no reported injuries.

At about 10.45am, a flat at Block 301 Ang Mo Kio Avenue 3 was burned in a fire involving a personal mobility device battery in its bedroom.

The fire was extinguished by SCDF using two compressed air foam backpacks. There were no reported injuries.

At about 10.45am today, SCDF responded to a fire in a 6th floor unit at Block 301 Ang Mo Kio Avenue 3. The fire involved a Personal Mobility Device (PMD) battery in the bedroom and was extinguished by SCDF using two compressed air foam backpacks. There were no reported injuries.

At about 5.35pm, SCDF responded to a fire in a 13th floor unit at Block 52 Marine Terrace. The fire involved a PMD in the kitchen and was extinguished by the unit's occupant with buckets of water. The occupant suffered burn injuries and was conveyed to Singapore General Hospital.

Preliminary investigations indicated that both fires were of electrical origin from the PMD batteries which were charging.

A teenager and a firefighter suffered burns after a fire broke out in a Housing Board flat in Woodlands on Tuesday (Apr 9).

Four others - two women and two children - were taken to the hospital for smoke inhalation.

Fire at Choa Chu Kang flat linked to e-scooter that was being charged, 3 taken to hospital

A fire linked to an e-scooter took place in Choa Chu Kang on Tuesday (6 August) morning, a day after the issue of personal mobility devices (PMDs) took centre stage in Parliament.


In a Facebook post, the Singapore Civil Defence Force (SCDF) said that it responded to a fire at about 11.35am at a third-floor unit at Block 688A Choa Chu Kang Drive.


The fire, which involved a PMD in the living room, was extinguished by the SCDF using a compressed air foam backpack. Seven occupants had evacuated from the unit before the SCDF arrived.

E-scooter in Chua Chu Kang flat catches fire


Just a day after Parliament debated on ways to make the use of personal mobility devices (PMDs) safer, another case of a fire linked to such a device has occurred — this time in Chua Chu Kang.


In a Facebook post on Tuesday (Aug 6), the Singapore Civil Defence Force (SCDF) said that there was a fire at Block 688A, Choa Chu Kang Drive, in a flat on the third floor.


Firefighters responded to the incident at about 11.35am and seven occupants from the flat had been evacuated before they arrived.

There was an e-scooter being charged in the kitchen at the time and very quickly, Mr Fazir, 30, noticed a fire had started.


"I didn't hear anything, then all of the sudden, there was an explosion. I could feel the heat of the explosion on my face," the car washer told The New Paper yesterday.


His parents were out, along with two other siblings, but his younger brother was asleep in the two-room rental flat on the fourth storey of Block 224, Ang Mo Kio Ave 1, at the time of the explosion and the pair quickly fled the unit.

A Bukit Batok resident is possibly the first fatal victim here of a fire caused by a Personal Mobility Device (PMD) being charged.

Mr Goh Keng Soon, 41, was unconscious when he was rescued by Singapore Civil Defence Force (SCDF) firefighters from his burning flat in Bukit Batok in the early hours of last Thursday.


Mr Goh, who had third-degree burns on 40 per cent of his body, died at the Singapore General Hospital (SGH) on Saturday afternoon.

Six taken to hospital after fire breaks out at Boon Lay flat

Six people were taken to hospital after a fire broke out at a fourth-floor unit of a Housing and Development Board block of flats in Boon Lay on Monday night (July 15).


The Singapore Civil Defence Force (SCDF) said it responded to the incident at Block 191 Boon Lay Drive at about 10.15pm.


"The fire involved contents in the unit and was extinguished by SCDF with one water jet," it said, adding that six people were taken to Ng Teng Fong General Hospital.

Mobile phones, battery banks, other small devices accounted for 9% of fires involving electronic items since 2016

Nearly 10 per cent of fires related to electronic items in the past three years had involved smaller devices, such as power banks, mobile phones, laptops and tablets.

Out of the 230 fires involving electronic items since 2016, an overwhelming majority (91 per cent) involved personal mobility devices (PMDs), power assisted bicycles (PABs) and personal mobility aids (PMAs), said Home Affairs Minister K Shanmugam in a written response on Monday (5 August).

In terms of locations, 67 per cent of such fires related to mobility devices occurred at HDB residential units, while 6 per cent happened at private residential units and the remaining at non-residential premises, such as industrial and commercial buildings.
