Singapore is gearing up for a temporary disruption to its re-opening plans, as it raises its defences against the coronavirus following the worst spate of Covid-19 community infections in close to a year.

Pre-schools will impose curbs on parents entering their premises, restaurants are scrambling to rearrange bookings made for Mother's Day this weekend while more people will start working from home even before restrictions are tightened on Saturday (May 8).

At firms such as UOB and power generation company Senoko Energy, workers who are able to do so are already telecommuting full-time. They had embarked on these arrangements earlier this week.



Cap of 5 people for social gatherings as Singapore returns to phase 2 amid rising Covid-19 cases

Rules on social gatherings will be tightened starting this Saturday (May 8), as Singapore takes stricter measures to stop the spread of Covid-19 in the wider community.

First, people will be allowed to gather only in groups of five, down from eight currently. These restrictions also apply to households, which will be able to receive only five distinct visitors a day, the Ministry of Health (MOH) announced on Tuesday (May 4).

In addition, more people will be required to work from home. Under the new rules, no more than 50 per cent of employees who are able to work from home should be in the office at any one time, down from 75 per cent at present.


5 more COVID-19 cases linked to TTSH cluster, 12 new imported infections

Five new community cases were among 17 new COVID-19 infections reported in Singapore as of noon on Tuesday (May 4), said the Ministry of Health (MOH).

All of the cases were detected from proactive testing of patients, visitors and staff members at Tan Tock Seng Hospital (TTSH) or their close contacts, and had already been placed under quarantine, said the ministry.

As of Tuesday, Singapore has reported a total of 61,252 COVID-19 cases and 31 fatalities from the disease.



Singapore may enter Phase 3 before end of the year if ‘all the stars are aligned’: Lawrence Wong

Singapore may be able to enter Phase 3 before the end of the year “if all the stars are aligned”, said Minister for Education Lawrence Wong on Tuesday (Nov 10).

Responding to a question at a multi-ministry task force press conference on when Singapore may be able to enter Phase 3 , Mr Wong said the timing will be “contingent” on individuals doing their part.

In particular, he said, Singapore needs to see higher participation in the TraceTogether programme, as well as continued cooperation and compliance with all prevailing safe distancing measures.


Singapore's phase 3 will go ahead if 3 conditions met, including having 70% TraceTogether take-up rate

Singapore can go ahead with phase three of its reopening only if three key conditions are met, Education Minister Lawrence Wong said on Tuesday (Nov 10).

"There may be a chance we can do it before the end of the year. If not, we will roll over to January or sometime early next year," he added.
"It's more important that we do it right than we rush into phase three and end up with bad consequences down the road."


4 new COVID-19 cases in Singapore, all imported

Four new COVID-19 cases were reported in Singapore as of noon on Sunday (Nov 1), said the Ministry of Health (MOH) in its preliminary daily update.

All four cases were imported, and all were placed on stay-home notice upon their arrival in Singapore. No new cases were found in the community and in foreign workers' dormitories.

The new infections bring Singapore's total COVID-19 cases to 58,019.


12 new COVID-19 cases in Singapore, all imported

Singapore reported 12 new COVID-19 cases as of noon on Saturday (Oct 31), the Ministry of Health (MOH) said in its preliminary daily update.

All were imported cases and were placed on stay-home notice or isolated upon arrival ​​​​​in Singapore, MOH said. There were no new locally transmitted infections.

This brings Singapore's total COVID-19 cases to 58,015.


9 new COVID-19 cases in Singapore, including 1 in the community

Singapore reported nine new COVID-19 cases as of noon on Friday (Oct 30), the Ministry of Health (MOH) said in its preliminary daily update.

There was one community case and one infection involving a dormitory resident. Seven cases were imported, and all were placed on stay-home notice or isolated upon arrival in Singapore, MOH said.

The new infections bring Singapore's total COVID-19 cases to 58,003.


7 new COVID-19 cases in Singapore, all imported

Of the 14, 11 were imported cases who were issued stay-home notices upon arrival in Singapore. One case involved a dormitory resident.

This brings the total number of COVID-19 cases in Singapore to 57,965.

Singapore reported 10 new COVID-19 cases as of noon on Friday (Oct 23), taking the national total to 57,951.

8 new COVID-19 cases in Singapore, including 7 imported infections

Singapore reported eight new COVID-19 cases as of noon on Thursday (Oct 22), with all but one case imported.

The seven imported cases were placed on stay-home notices upon their arrival in Singapore, said the Ministry of Health (MOH) in its daily preliminary update. The remaining case is a resident at a foreign workers' dormitory. No new community case was reported – the fourth consecutive day with no new infections in the community.

Thursday's cases bring the total number of COVID-19 infections in Singapore to 57,941.


12 new COVID-19 cases in Singapore, all imported

Twelve new COVID-19 cases were reported in Singapore as of noon on Wednesday (Oct 21), said the Ministry of Health (MOH) in a preliminary daily update. All are imported infections, and were placed on stay-home notice upon their arrival in Singapore, MOH said.

This is the second time this month the number of imported cases has gone into double digits. There were 15 such cases on Oct 1. No new case of locally transmitted infection was reported.

Singapore has reported a total of 57,933 COVID-19 cases.


Singapore could enter phase 3 by end-2020; social gatherings of 8 people may be allowed

Singapore may enter phase three of its reopening by the end of this year, should community cases remain low as the country intensifies testing and contact tracing, said the multi-ministry task force handling Covid-19.

As part of phase three, the size of gatherings outside homes could be increased from five to eight people. Similarly, eight visitors could be allowed on home visits, allowing larger families to congregate.

In addition, capacity limits in venues such as museums, places of worship and wedding receptions may be increased, with multiple zones of 50 people permitted.

This brings the total new infections in Singapore to 57,880, with the number of fatalities at 28.

The 64-year-old male permanent resident is the first COVID-19 fatality in Singapore in almost three months. The last coronavirus-related death was reported on Jul 14.

Government working towards Phase 3, but Singapore will remain in DORSCON Orange ‘for the time being’: Gan Kim Yong

While the COVID-19 multi-ministry task force is working on a roadmap towards Phase 3, the country will remain in Disease Outbreak Response System Condition (DORSCON) Orange “for the time being”, said Health Minister Gan Kim Yong on Monday (Oct 5).

He was responding to Parliamentary questions on whether Singapore would be easing its COVID-19 safe management measures. “Even as we move towards Phase 3, the new normal will be different from what we were used to in the pre-COVID days,” he said. Mr Gan added that the multi-ministry task force will give more details on its Phase 3 roadmap in the coming weeks.

Singapore raised its DORSCON level from Yellow to Orange in early February, as several unlinked cases without travel history to mainland China emerged. DORSCON Orange means that the disease is deemed severe and spreads easily from person to person, but has not spread widely and is being contained.

Government may present plans for Phase 3 reopening in coming weeks, says Lawrence Wong

In the next few weeks, the Government may be releasing details on how it plans to take the country through to the next phase of reopening the economy.

Education Minister Lawrence Wong, who co-chairs the governmental task force tackling Covid-19, announced this at an online press briefing on Wednesday (Sept 23). Under this plan, border control measures will be relaxed, as will the number of people who can gather when dining out, when doing home visits or at places of worship.

Singapore is now in Phase Two of a gradual reopening. Phase One happened at the start of June after stay-home curbs in April and May during the circuit breaker were lifted, and some social and business activities were allowed to resume.

Singapore reports 11 new COVID-19 cases, lowest daily figure since Mar 12

Singapore reported 11 new COVID-19 cases as of noon on Friday (Sep 18), including one in the community and one imported infection.

This is the lowest daily figure since Mar 12, when nine new COVID-19 cases were reported.  The total number of cases in Singapore is 57,543.

The State Courts at Havelock Road and a Giant supermarket at Sunshine Place shopping mall were added to a list of places visited by COVID-19 community cases during their infectious period.


Why is Singapore's COVID-19 death rate the world's lowest

Singapore has the lowest coronavirus case fatality count globally, with just 27 deaths among the more than 57,000 people who have been infected with Covid-19 in the Southeast Asian island.

At 0.05 per cent, Singapore's death rate is well below the global average of around 3 per cent, according to data compiled by Reuters from countries that have recorded more than 1,000 cases.

A comparison with countries with a similar sized population shows a stark difference - Denmark's death rate is around 3 per cent, while Finland's is around 4 per cent. Further, nobody has died from the disease in Singapore for more than two months, according to its health ministry.



Singapore's daily COVID-19 cases fall to six-month low with 18 new infections

The number of daily COVID-19 cases in Singapore fell to a six-month low on Thursday (Sep 17), with 18 new COVID-19 infections as of noon.

This is the lowest number of cases since Mar 16 when 17 new infections were reported.

Singapore now has a total of 57,532 COVID-19 cases, the majority of which have recovered.

There are seven Singaporeans or permanent residents among the new community cases and nine work pass holders. The vast majority of Friday's infections are work permit holders residing in foreign worker dormitories, said the ministry.

A 38-year-old male Bangladeshi national who tested positive for COVID-19 died on Tuesday. The man was taken to Ng Teng Fong General Hospital on Jun 28 after suffering a seizure, and subsequently developed intracranial haemorrhage. "The preliminary cause of death is cardiorespiratory failure, pending further investigations by the coroner," said MOH. His death was not added to the official death toll.

Singapore's total number of cases is now at 45,422 with the death toll remaining at 26.

Singapore reported 158 new COVID-19 cases as of noon on Wednesday (Jul 8), including a 69-year-old Singaporean man who was found unresponsive at home.

The man, identified as Case 45227, died on Tuesday. He had been found unresponsive at home and was taken to Sengkang General Hospital’s emergency department. He was confirmed to have COVID-19 infection on the same day. The man had a history of diabetes mellitus, hypertension, hyperlipidaemia, hypothyroidism and chronic kidney disease.

Singapore's total number of cases is now at 45,298, with the death toll remaining at 26.

No active plans to go back to Phase 1 after election, says MOH director of medical services

There are no active plans to return to Phase 1 of the post-"circuit breaker" period immediately after the General Election, the Ministry of Health's (MOH) director of medical services Kenneth Mak said on Tuesday (Jul 7).

Singapore exited its circuit breaker period on Jun 1 and moved into Phase 1 of reopening the day after. The country moved into Phase 2 on Jun 19. Under Phase 1, social gatherings were prohibited, as was dining in at F&B establishments. Most retail outlets also remained closed.

"There has been some talk, I understand, on social media about how after elections, we're going to clamp down and go back to Phase 1, we'll lock down again," said Associate Professor Mak.

COVID-19 taskforce urges vigilance as number of unlinked community cases rise

Nineteen days into Phase 2 of Singapore’s reopening, the multi-ministry taskforce tackling the pandemic on Tuesday (7 July) urged Singaporeans to remain vigilant and to be prepared for more COVID-19 cases with the resumption of more activities.

“What is of greater concern to us is the number of symptomatic unlinked cases that are detected in the community through routine screening for acute respiratory infection (ARI),” said taskforce co-chairman and health minister Gan Kim Yong on Tuesday. “These are cases that emerge in the community with no clear connection to any existing cluster, dormitories, or construction sector. They reflect cases with unknown sources of infection. If this number goes up significantly, we should be very careful, as they may signal an increase in the underlying community transmission,” he said at a regular virtual press conference.

While the number of community cases is still low at about six to seven per cent of the total number of all cases, such cases have increased. Over the past week, there has been an average of 12 new community cases a day, up from around eight a day. Among the community cases since the start of Phase 1, less than half (43 per cent) are unlinked. Of these unlinked cases, the majority are asymptomatic, and about half are workers in the construction and construction-related sectors, such as project-management. Two-thirds are likely to be past infections.

The Ministry of Health (MOH) said that there was one case in the community - a prison inmate on a social visit pass who arrived in Singapore before the implementation of border measures.

Moving into Phase 2: What activities can resume

The Multi-Ministry Taskforce announced on 15 Jun 2020 that Singapore will move into Phase Two after 18 June 2359 hours. This is because community infection rates have generally remained stable, cases in migrant worker dormitories have declined, and there are no new large clusters emerging.

The aim is to ensure that Singapore’s efforts are sustained by limiting close contact amongst individuals, whilst maintaining hygiene and safe management principles.

These safe distancing principles will apply for all activities that are allowed to resume in Phase Two:
  • Ensure safe distancing of at least one metre at all times
  • If safe distancing is not feasible, the one metre requirement can be enforced between groups, if group sizes do not exceed five people. There should be no mixing between groups. This applies to small-group social gatherings and households, who may receive up to five visitors at any one time.

Phase 2 of the country's reopening will start after Jun 18, 11.59pm, the COVID-19 multi-ministry task force announced on Monday (Jun 15).

Phase 2 of Singapore's reopening: What you can do from June 19

Most businesses and social activities will be allowed to resume from Friday (June 19), the second phase of Singapore's reopening after the circuit breaker period, the authorities announced on Monday (June 15).
