An Ang Mo Kio resident complained of used sanitary pads landing on the air-con condenser outside his window
Soiled sanitary napkins littering the air-con condenser unit of a flat in Ang Mo Kio is making a resident see red. The resident, surnamed Zheng, said he has faced this issue for the past six months.
"Before March, it only happened occasionally. Now, it happens every month," the 61-year-old told Shin Min Daily News. Besides landing on the air-con condenser units of the several flats at Block 623 Ang Mo Kio Avenue 9, the soiled sanitary napkins would also end up on the plants hanging outside his unit, Zheng added. "I can see them as soon as I open the window," he said.
Nowadays, the resident doesn't dare to open his windows for fear of the sanitary napkins landing in his room. Upset by the situation, Zheng made several reports to his town council and the National Environment Agency (NEA).

Taking to Singapore Incidents Facebook page last Saturday (Sept 23), Lam Hong Tu shared her gross discovery of a used diaper stuck outside her unit's window. The Bukit Batok resident wrote: "This is the second time my house kena this. Super disgusting. Used diaper thrown down and stuck at our window."
Lam shared in her post that she first spotted a sanitary pad at her kitchen window ledge in January this year. In the photo shared by Lam, a sanitary pad can be seen stuck at her kitchen window ledge with another hanging from the drying rack of the unit below hers.
'Someone threw a used panty liner and it landed outside my window': Sengkang resident
At first, she thought it was tissue paper, but she was in for a nasty surprise. A woman found a used panty liner on the ledge outside her 11th-storey window at Block 264C Compassvale Bow in Sengkang. The block has 17 storeys.
Stomper JS shared photos of the unwanted feminine product taken on Feb 23 at about 1pm. "It was a normal afternoon. After work, I picked up my girl, came home, opened the windows and saw the litter," recounted the Stomper. "The panty liner was folded in half when I first saw it. I thought it was the usual tissue paper. Maybe someone cleaned their nose and just threw it out. Germs. As it is my daughter's room, I had to clear it, right?
"I couldn't scoop it as it was sticking to the ledge. I kept trying and accidentally flipped it. That was when it opened up and I realised it was a panty liner. A used one. "It was so unsightly. It had a bit of brownish stain on it and was dried up. It smelled."

Tissues, sanitary pads, curry and even faeces: Mr Lee Kok Chuan, cleaning site manager in Ang Mo Kio, has seen all sorts of awful and dangerous things flung from high-rise buildings into common areas.
But the new Environmental Public Health (Amendment) Bill passed on Feb 6 aims to put a stop to that, making it easier and faster for the National Environment Agency (NEA) to tackle high-rise littering.
Mr Lee, 54, hopes it will serve as a deterrent to litterbugs – particularly those who fling killer litter out of their high-rise homes.
“I’ve seen flower pots, glass beer bottles and table fans thrown out of the window... Thankfully, no one got hurt, but we might not always be so lucky,” he said.
Curry, sanitary pad and stone: Family in Yishun plagued by neighbour's littering
Since last year, a family in Yishun is plagued by litter thrown out by their neighbour upstairs.
"My neighbour has been throwing all sorts of rubbish out their window," a father of three told Shin Min Daily News.
Items discarded include bread, tissue paper, and used sanitary pad, said the 53-year-old private hire driver.

She explained: "The culprit throws rubbish out of the window quite often, such as paper from a daily calendar, masks amd cigarettes. "Sometimes, the rubbish will fly into my house. But this is the first time I'm getting faeces and they got stuck on my window."
Bags of human waste thrown from Fernvale block every day
You have heard of killer litter. This is another level.
Someone has been throwing bags of human waste at Block 471C Fernvale Street. According to Stomper Adriel, this has been happening every day for months.
There is even a TikTok video documenting a few occurrences, starting from May 5.

Punggol woman still throwing things including 'lady items' from her 4th-storey flat since last year
Imagine putting up with this for more than a year.
A woman has been throwing things from her fourth-storey flat in Block 223A Sumang Lane since March last year. Sharing photos of a few of the discarded items including used sanitary pads, Stomper JT said: "Since 2021, a lady who lives on the fourth level has been continuously throwing long hair, lady items and plastic bags daily at different times of the day.
"I sent feedback to the Punggol Town Council, but they said they sent an officer to warn her many times and she refused to listen. "I hope the National Environment Agency (NEA) can take action and fine her.

Someone has been throwing bags of human waste at Block 471C Fernvale Street. According to Stomper Adriel, this has been happening every day for months. There is even a TikTok video documenting a few occurrences, starting from May 5.
The TikTokker commented: "These photos are just some of the many occasions the inconsiderate resident had inappropriately disposed of his/her faeces." Sharing the photos with Stomp, Adriel said that the latest incident was on Tuesday (July 5). This time, it was two bags, one filled with poop and the other with urine.

Bothers Punggol residents for months
How does one explain to their kid the presence of soiled sanitary pads strewn across the foot of their residential block?
"It's not just clear discharge, it's red," one frustrated mother told CNA. "I've got kids who ask me 'Mum, what's that?'"
Since the circuit breaker period last year, residents of Punggol Sapphire have been plagued by a menstruating litterbug.

Over the past few months, residents at a Housing Board block in Punggol Sapphire estate have grappled with high-rise litter in the form of used sanitary pads – strewn across the ground floor or even stuck to their window ledges.
Residents at Block 268C Punggol Field told CNA that the problem surfaced around the COVID-19 "circuit breaker" period last year, when they began finding stained sanitary pads at the first floor of the housing block.
“When walking back from the multi-storey car park, I was so shocked to see this thing lying on the grass patch and drain covers,” said Ms Sue. The residents CNA spoke to did not want to reveal their full names as that would make known their address.
“Then when I was working from home, I was putting up some blinds and I saw some (of the pads) stuck on other neighbours’ window ledges … I was very shocked,” she said.
“It’s not just clear discharge, it’s red … I’ve got kids who ask me, ‘Mum what’s that?’” says a Punggol resident.

Facebook user Gail Siow-Sethi took to group Complaint Singapore to share a horrifying finding she had noticed at her window ledge. Siow-Sethi also claimed that it was the "second time" that day this had happened.
The soiled sanitary pad had apparently been flung out of a kitchen window, landing on the ledge near the laundry poles where she had hung some "clean clothes" out to dry.
In the comments, she also said she subsequently wrote a "nasty note" and stuck posters regarding the incident outside the lift lobby.

Sembawang resident horrified to find ground littered with soiled sanitary pads
Sembawang Town Council has responded to a case of soiled sanitary pads allegedly thrown from a unit at Sembawang Crescent.
Stomper Hing Yen alerted Stomp to the situation and said it has been a "recurring problem".
She shared photos of soiled sanitary pads she found near Block 363 Sembawang Crescent on July 12 and said she believes the pads were thrown from the block.
Soiled sanitary pad, pizza boxes thrown from Woodlands block
The National Environment Agency (NEA) has installed high-rise littering cameras at Block 626 Woodlands Avenue 6 after several incidents of littering.
Most recently, a Stomper alerted Stomp to a used sanitary pad and pizza boxes that were tossed from a window on Apr 24 at about 3.21pm.
"These people are truly disgusting and inconsiderate," she said.

Of all the things people have thrown out of their windows, nothing is quite as unhygienic or disgusting as soiled sanitary pads.
A Stomper told Stomp that a resident at Block 439 Yishun Avenue 11 has been throwing pads from her unit for about a year now.
Bloody and used pads have been a common sight at the foot of the block but until now, the Stomper has been unable to trace who has been doing this. "On Saturday (Aug 24), we saw a pad stuck to the wall outside a window on the third floor," she said.
It's raining sanitary pads on roof of sheltered walkway in Clementi
A Stomper saw sanitary pads on the roof of a sheltered walkway in front of Block 440C Clementi Avenue 3, on Sunday (Sep 30) at 4.30pm.
The Stomper, a resident of the block, said that the pads have been there for more than a week. "I just moved into this flat five months ago and it is quite unsightly to be seeing people's private items near your home," she said.
"Some of them are also found on the air conditioning compressor boxes outside the window. The pads can be seen from the second floor and it is really inappropriate."

Nee Soon Town Council steps up fight against sanitary pad litterbugs in Yishun

"The town council has received feedback on high-rise littering at this block," read a notice dated Wednesday (Sep 4) at Block 841 Yishun Street 81, adding that the most "prevalent article" being disposed of indiscriminately were sanitary pads.
"These inconsiderate acts dirty and damage the property of residents living at the lower floors and could endanger the lives of passers-by below," the notice stated.
There’s no stopping Yishun’s sanitary pad litterbug
The issue of high-rise littering stirred up a lively exchange in Parliament on Tuesday (Sept 3), with Ms Lee Bee Wah (Nee Soon GRC) throwing light on a peculiar form of high-rise litter that has been a persistent issue in the past few years: soiled sanitary pads.
Ms Lee, who does monthly litter-picking with residents in her constituency, was among a handful of MPs who expressed concern about enforcement actions taken by the National Environment Agency against high-rise litterbugs.
She pointed out that deploying surveillance cameras for a short period of time hardly addresses the problem.

Woman fined $1,600 for repeatedly throwing used sanitary pads out of Toa Payoh flat

A 28-year old woman was fined $1,600 and sentenced to three hours of Corrective Work Order (CWO) for repeatedly throwing used sanitary pads out of her home at Block 111, Lorong 1 Toa Payoh between Sept 29 and Oct 1, 2016.
The National Environment Agency (NEA) said in a statement on Friday (June 30) that it had received 10 complaints about high-rise littering at the block between January and September 2016. Despite repeated rounds of educational outreach conducted by the town council and stake-outs by NEA officers at the block, the problem persisted.
A surveillance camera deployed by the NEA revealed that the28-year-old was behind three acts of high-rise littering over three days.
Punggol resident allegedly throws shopping trolley from block in latest case of high-rise littering
"I was brushing my teeth when I was shocked by a loud falling sound," he said. "I looked out my kitchen window and saw a trolley on the ground. "I don't know which floor it was thrown from but luckily no one walked past, if not they would be dead by heavy metal. "High-rise littering here is getting worse, I have given feedback many times to the National Environment Agency (NEA) and town council." He added that there are childcare centres in the area and is worried about young children playing nearby.
Another resident told Lianhe Zaobao that food, bottles and used diapers are just a few of the things seen on the ground floor every morning at that block. Previously, Stomp reported on a woman staying at Block 223A who has been throwing objects, including 'lady items', from her fourth-storey unit for over a year. In a Stomp report about the case in August, NEA said: "We have deployed a surveillance camera to capture any littering act at this suspected unit. We are monitoring the high-rise littering situation with the town council, and will not hesitate to take enforcement action."
