Tokyo stays on top for third year, with Osaka No. 3 in ranking of world's safest cities

Tokyo has been ranked the world’s safest city for the third year running, followed by Singapore and Osaka, according to the latest report by the Economist Intelligence Unit released Thursday.

The Safe Cities Index 2019 report, released at a one-day conference on safe cities and organized by The Economist in Singapore, mentioned that Tokyo enjoys a “broad array of strengths” with “low crime levels (both violent and petty), infrastructure designed to withstand natural shocks and low risk of computer malware.” By category, Tokyo saw the strongest performance in digital security, coming in first. But it came in second, behind Osaka, in health security, fourth for infrastructure security and also fourth for personal security, with the report pointing out that the city is still plagued by corruption and organized crime.

The biennial rankings started in 2015. Sixty cities were rated using a total of 57 indicators in four fields — digital, health, infrastructure and personal security.

Singapore has retained its position as the world's second safest city, after Tokyo, in a global index that looks at indicators including the ability of communities to bounce back after a disaster or cyber attack.

The Economist Intelligence Unit's (EIU) Safe Cities Index (SCI), which ranks 60 cities across five continents, looks at 57 qualitative and quantitative indicators spread across four categories in terms of security: digital, infrastructure, health and personal.

A total of 10 new indicators were added this year, including on the existence and speed of emergency services, the existence of a disaster plan and the ability to defend infrastructure against cyber attacks.

The top 20 on the EIU’s Safe Cities Index 2019 The Economist Intelligence Unit

Tokyo has once again been named the safest city in the world, beating Singapore by a mere 0.5 points on the Safe Cities Index 2019 published by The Economist Intelligence Unit (EIU).

This is the third year the index has been compiled, and also the third time Tokyo has edged out the Lion City to claim the top spot. The Republic had also been ranked second in the 2015 and 2017 iterations of the index.

A total of 60 cities were studied across 57 indicators covering four pillars – digital security, health security, infrastructure security and personal security report – in the latest report, which was sponsored by Japanese IT giant NEC Corporation.

Crime up 7% in first half of 2019, mainly due to rise in scam cases

The total number of reported crimes in Singapore increased by 7 per cent in the first half of 2019 to 16,745 cases, compared to 15,649 cases for the same period in 2018, the police said on Friday (Aug 30).

The increase was largely due to a rise in scam cases, with e-commerce scams, loan scams, credit-for-sex scams and Internet love scams collectively making up 80 per cent of the top ten scam types reported in the first half of 2019, the police said in its news release.

The total number of reported cases for these four types of scams increased by almost 60 per cent compared to the same period in 2018.

Singapore crime rate up 7 percent as scams, molestation cases rise

Singapore’s crime rate is up 7 percent for the first half of the year, with a weirdly big jump in mall molestation cases among the drivers.

According to statistics revealed by police today, there were 16,745 reported crimes in the first six months of the year versus 15,649 over the same period in 2018.

The increase is mainly down to a huge spike in the number of scam cases in Singapore, which went up by a whopping 40 percent, with 3,591 cases.

CRIME RATE UP IN FIRST HALF OF 2019, LARGELY DUE TO RISE IN SCAMS

Overall Crime increased by 7% to 16,745 cases in the first six months of 2019, from 15,649 cases in the same period in 2018.

This increase was largely due to a rise in scam cases. If cases related to the top ten types of scams are excluded, the increase in the total number of reported crimes for the first half of 2019 from the same period in 2018 was just 0.5% (from 13,089 to 13,154).

Among the top ten types of scams, e-commerce scams, loan scams, credit-for-sex scams and internet love scams remain the key concerns to the Police. These four types of scams made up 80% of the top ten scam types reported in the first half of 2019, and the total number of reported cases for these four types of scams also increased significantly, by almost 60%, compared to the same period in 2018.
