A 69-year-old woman died after an accident involving two cars in Cantonment Road near Pinnacle @ Duxton at around 5am on Sunday (Jan 5).

One of the drivers, a 25-year-old man who The Straits Times understand was driving a Maserati, was arrested for dangerous driving causing death.

The second driver left the scene before police arrived.

Teen PMD rider hit pedestrian, 69, causing spine fracture

A teenager who was riding an e-scooter along a pavement knocked into a 69-year-old woman on her way to a polyclinic, causing the victim to fall backwards, a court heard.

As a result of the accident on 11 March, the victim had a compression fracture on her spine and feels pain every day.

At the State Courts last Friday (27 December), the errant e-scooter rider, Mohamad Danial Akid Mohamad Imran, 19, pleaded guilty to one charge of causing grievous hurt by doing a negligent act endangering human life, by failing to keep a proper lookout.

A 17-year-old male teenager was arrested after an accident involving a personal mobility device (PMD), which resulted in a six-year-old boy being taken to the hospital on Sunday (Dec 29) morning.

The police were alerted to the accident, which took place at 10 Bayfront Avenue, near The Shoppes at Marina Bay Sands, at 12.42am on Sunday.

The six-year-old boy was conscious when conveyed to KK Women’s and Children’s Hospital, the police added.

The police said they were alerted to an accident involving a PMD and a pedestrian at 10 Bayfront Avenue, near the ArtScience Museum and The Shoppes at Marina Bay Sands, at about 12.45am.

17-year-old tourist detained for a week after sending pedestrian flying with PMD at Geylang Road

A 17-year-old tourist from Vietnam has been sentenced to a short detention order of seven days for borrowing an overweight personal mobility device (PMD), riding it against traffic and crashing into a jaywalking pedestrian afterwards.

On Dec. 18, Nguyen Doan Nam pleaded guilty to causing hurt by a rash act which endangered the personal safety of others, according to court documents seen by Mothership. The incident had happened on May 20 earlier this year, along Geylang Road at about 10.03am in the morning.

The victim, 37-year-old Teo Kok Hua, had been sent flying forward for half a metre upon impact.

An electric scooter rider, who collided into a six-year-old boy near Punggol Park and caused the child to suffer fractures and temporary loss of hearing, was sentenced to five days' jail on Thursday (Nov 7).

Neo Wei Chia, 42, pleaded guilty to one charge of causing grievous hurt by a negligent act.

He admitted to failing to keep a proper lookout while riding his e-scooter along a section of Punggol Park Connector along Upper Serangoon Road on the evening of Apr 12, 2018.

5 days jail for PMD rider who collided into 6-year-old causing fractures, temporary hearing loss

A man who had been driving an e-scooter “speedily” and hit a 6-year-old boy in 2018 was sentenced to 5 days in jail on Thursday, November 7. The boy suffered from fractures and temporary hearing loss from the collision.

On April 12 of last year, at around 6:30 in the evening, 42-year-old Neo Wei Chia was riding his e-scooter on the Punggol Park Connector. Suddenly, a 6-year-old boy ran into his way, and although Mr Neo applied the brakes at once, he was unable to prevent a collision with the young boy, who he hit on the back.

The boy had been riding on a bicycle with his grandmother but lighted as they came near the entrance of the building where they live, Riversails Condominium. His grandmother, however, stayed on the bike.

In March this year, an e-scooter rider who was crossing Pasir Ris Drive 1 was hit by another e-scooter rider who was speeding in excess of 30kmh along the road, a court heard on Tuesday (5 November).

As both riders lay injured on the road, a third e-scooter rider sped past them without stopping to help.

The e-scooter rider who was crossing the road suffered a fractured toe, among other injuries, and incurred more than $2,000 in medical expenses.

Woman, 53, fractured skull & required 30 stitches after PMD rider startled her
A woman fractured her skull after a near-collision with a rider on an e-scooter in Woodlands

The rider, 37-year-old Tham Chee Boon, pleaded guilty on Sep. 11, 2019 to causing grievous hurt by riding an e-scooter in a negligent manner. Startled so much she fell backwards and hit her head. The incident occurred on March 29, 2018 at Woodlands Avenue 5, reported The Straits Times.

At a traffic junction near Block 362, the woman, Yeo Eng Koong, had just crossed the traffic crossing when she heard loud music approaching. Tham had been heading home from work as a paramedic at the Woodlands Fire Station. Yeo apparently stepped out from behind a traffic box, and Tham spotted her too late.

Travelling at around 10km/h, he applied the brakes and managed to avoid hitting Yeo. However, the 53-year-old was so startled that she stumbled backwards and fell. She hit her head and reportedly lost consciousness for around a minute.

Look Back 2019: Cracking down on errant e-scooter users

The rules have been tightened for users of electric scooters and other personal mobility devices (PMDs), following several accidents and an alarming increase in the number of devices that have caught fire.

From July 1, it became an offence to ride an unregistered e-scooter on public footpaths. Owners of such devices can receive a $100 incentive if they dispose of their PMDs early.

But it was the ban of e-scooters from 5,500km of footpaths that grabbed headlines. This was after the death on Sept 25 of Madam Ong Bee Eng, who was on her bicycle when it collided with an e-scooter.

Singapore announced on Monday it was banning all electric scooters from footpaths, following a rise in the number of accidents involving the devices.

The ban, which begins from Tuesday, will confine riders to 440km of cycling paths, down from the 5,500km of footpaths they could use previously.

Transport experts welcomed the move, saying the government had run out of patience with the problems caused by the scooters, often referred to as personal mobility devices (PMDs). But some retailers said they could go bust and urged the government to reconsider.

Singapore bans e-scooters from sidewalks after injury spike

Singapore banned electric scooters from footpaths after a string of injuries from collisions with pedestrians.

Starting Tuesday, the city-state’s government will fine riders on footpaths as much as S$2,000 (US$1,474) or jail them for three months, or both, Senior Minister of State for Transport Lam Pin Min said Monday.

Electric scooters have become a popular option in a city-state that’s one of the most expensive places in the world to own a car. With the cost of a Toyota Prius topping US$100,000, demand for a battery-powered, two-wheeled alternative has soared among delivery companies and commuters.

Singapore to ban e-scooters from sidewalks amid rising injuries

Violaters will be fined up to S$2,000 (or about US$1,475) and/or jailed for three months, said Lam Pin Min, the senior minister of state for transport. However, the city-state will provide an advisory period that will last until the end of this year before the new rule is more firmly laid out.

By the end Q1 2020, after authorities pass amendments to the Active Mobility Act in Parliament, other personal mobility devices such as unicycles and hoverboards will also be banned on footpaths.

According to the senior minister, authorities catch an average of around 370 offenders a month. There were also many reported accidents, injuries, and deaths involving e-scooters.

After high-profile accidents, PMD footpath ban was inevitable in Singapore

In the end, the inevitable happened. Facing pressure from the public to crack down on errant personal mobility device (PMD) users, the Singapore authorities banned e-scooters on footpaths and introduced stiff penalties for offenders yesterday.

Though the decision isn’t that much of a surprise, the swiftness of the change is. The new rules come into effect today, just a day after they were announced by Dr Lam Pin Min, the Senior Minister of State for Transport.

The penalties are also meant to deter. Fines of up to S$2,000 and jail time of up to three months await offenders who are caught in 2020. For now, warnings are given out during an advisory period.

TTSH reports surge in accidents involving PMD riders over last 3 years, especially in 2019

While much attention has centred on pedestrians suffering severe, even fatal injuries after collisions with personal mobility devices (PMDs), PMD riders themselves are also being injured in fast-rising numbers, Tan Tock Seng Hospital (TTSH) said on Monday (Oct 21).

A stocktake at TTSH found a 68 per cent surge in PMD-related accidents over the last two years and nine months, the hospital said at a briefing. Between January 2017 and September 2019, the hospital treated 213 patients who were PMD riders, and saw six patients who were pedestrians involved in PMD accidents.

Among the 213 PMD rider incidents, there were six deaths. More than three-quarters of the PMD riders were male.

Nearly 300 treated at hospitals for PMD-related accidents last year; 1 in 6 had severe injuries

Almost 300 people were treated last year at hospitals for accidents related to personal mobility devices (PMDs), with about a sixth of the injuries being severe.

While the number of people hurt in accidents involving bicycles, cars and motorcycles is higher, PMD accidents lead to proportionately more severe injuries, according to data from the National Trauma Registry.

Transport Minister Khaw Boon Wan revealed the figures in a written answer to Nominated MP Walter Theseira in Parliament yesterday.

Increasing number of PMD users being injured as well, says Tan Tock Seng Hospital

While we’ve noticed an increase in personal mobility device (PMD) related accidents recently with unsuspecting pedestrians being injured, some fatally, from collisions, Tan Tock Seng Hospital (TTSH) said on Monday that PMD users themselves are not getting away unscathed.

The number of PMD riders being injured was also on the rise, said the hospital, noting that there was an increase of 68% in PMD-related accidents at the hospital in the last two years and nine months.

The hospital said at a briefing that 213 PMD riders were treated between January 2017 and September 2019 for PMD accidents, along with six patients who were pedestrians involved in similar incidents. Of the 213 cases, 6 patients died.

E-scooters banned from Singapore footpaths from 5 November

Amid a rise in the number of accidents involving e-scooters and pedestrians, and stronger calls from the public for the ban of such devices on shared spaces, the government will ban their use on footpaths effective from Tuesday (5 November).

The move comes one-and-a-half years after the Active Mobility Act fully kicked in, allowing the use of e-scooters on footpaths, which are typically just 1.5m wide.

Announcing the turnaround in Parliament on Monday (4 November), Senior Minister of State for Transport Lam Pin Min said, “As more accidents occur, the calls for a total ban on PMD (personal mobility device) usage gets louder.”

Singaporeans enraged over the new ban on e-scooters from footpaths are expressing their anger through all sorts of means – from angry rants targeting responsible officials to videos and memes suggesting ways to skirt the law.

Leading the charge against the ban announced yesterday that’s sure to hurt food couriers, Kelvin Ho lashed out on behalf of his fellow deliverymen in a 10-minute diatribe against Senior Minister of State for Transport Lam Pin Min.

“You are destroying all the PMD food delivery riders, you know or not? Footpaths cannot ride ah? At first, you emphasized [that] PMD is a fire hazard [and that] all must change to UL-2272,” he says in slang-choked Singlish. “Okay, you know, many owners got the UL2272 [certified e-scooters] just because of you, LTA people … Now, you say footpaths cannot ride? Wah! Must push ah?”

The e-scooter ban on footpaths is "only right", said the brother of a female cyclist who died in a fatal accident with one of the devices in Bedok in September.

Speaking in Mandarin in a phone call with The Straits Times on Monday afternoon (Nov 4), Mr Andy Ong, 53, spoke in favour of the ban, which was announced in Parliament earlier in the day by Senior Minister of State for Transport Lam Pin Min.

The father of the toddler knocked down by a personal mobility device (PMD) in a viral video clip has filed a police report against the rider.

Mr Garnell Glenn Bernard lodged the report on Wednesday night (Oct 9) over the incident that occurred in a Housing Board corridor in Boon Lay Drive on Sunday night.

The police confirmed that a report has been filed and that they are investigating.

Cleaner who was speeding on non-compliant e-scooter collided into pedestrian from the back

A cleaner was speeding while riding his non-compliant e-scooter when it struck a pedestrian, causing the victim to suffer a possible fracture to his right shin bone.

A district court heard that A. Sujendran had been riding his e-scooter at a speed of about 28kmh. According to Active Mobility Regulations 2018, the maximum speed for personal mobility devices cannot exceed 25kmh under all circumstances.

His e-scooter was also more than 6kg heavier than the permitted 20kg weight limit of such devices.

E-scooter rider who hit man's leg from behind jailed 6 weeks

A 28-year-old e-scooter rider was jailed six weeks on Tuesday (8 October) for colliding into a 53-year-old pedestrian, causing the victim to suffer from several leg injuries.

A Sujendran rode at a speed of 28kmh and did not slow down, even as he approached a lift landing.

He hit Mohamed Salam Kadir, who had just walked out from the ground floor staircase to the lift landing on 6 May last year.

A 65-year-old woman who was seriously injured in an e-scooter accident last Saturday in Bedok died in hospital yesterday.

Police confirmed that Madam Ong Bee Eng had died. A 20-year-old man was arrested after the accident for causing grievous hurt, and police said yesterday they are now investigating the case as one of causing death by a rash act.

Madam Ong, a logistics assistant packer, had been in a coma at Changi General Hospital's Surgical Intensive Care Unit since she collided with the e-scooter while riding her bicycle last Saturday night.

An elderly cyclist who was seriously hurt in a crash involving an e-scooter last week died in hospital on Wednesday (Sep 25).

The 65-year-old woman was unconscious when she was taken to Changi General Hospital after the incident near Block 539 Bedok North Street 3 on Sep 21, the police said in a statement.

The e-scooter rider, a 20-year-old man, was conscious when taken to hospital. He was subsequently arrested.

E-scooter that crashed into cyclist in fatal Bedok accident should not have been used on public paths: LTA
The e-scooter that knocked into a 65-year-old cyclist, who died after the accident, was a non-compliant personal mobility device (PMD), the Land Transport Authority (LTA) said on Thursday (Sept 26)

In a statement, the LTA said: "Based on checks by LTA on the PMD involved in this accident, the PMD involved was a non-compliant PMD which exceeded the prescribed weight and width limit for use on public paths under the Active Mobility Act.

"The unregistered device should not have been used on public paths."

It added that it has zero tolerance towards those who show "flagrant disregard" for regulations and endanger public safety.

Food delivery rider Shahrulnizam Ramli, 32, used to take his two children, aged four and five, out cycling around his Tampines Housing Board estate every weekend.

But he is worried that doing so now would risk a fine of up to $5,000, after the introduction of a rule banning the use of personal mobility devices (PMDs), bicycles and power-assisted bicycles in all common properties in HDB estates.

Panel recommends e-scooter users be at least 16 years old, pass theory test before riding on public path

E-scooter riders will have to pass a mandatory theory test and be at least 16 years old to use the device on public paths, if recommendations put forward by the Active Mobility Advisory Panel (AMAP) are taken up by the Government.

The panel, which was set up in 2015 to look at regulations governing the use of personal mobility devices, bicycles and other equipment, submitted their latest recommendations to Coordinating Minister for Infrastructure and Minister for Transport Khaw Boon Wan on Friday (Sep 27).

It set out the following recommendations:
  • To mandate, as a start, that businesses procure third-party liability insurance to cover e-scooter riders who are riding in the course of work.
  • To impose a minimum age requirement of 16 to use an e-scooter on public paths. Those below the age of 16 can continue to ride under adult supervision.
  • To mandate a theory test requirement for e-scooter users, prior to being able to ride on public paths.
  • To disallow the use of mobile phones when riding an active mobility device on public paths, unless the mobile phone is mounted or used in a hands-free manner.
  • To introduce a Code of Conduct to guide pedestrians on how to share paths safely with other pedestrians and active mobility device users.

2 e-scooter sharing firms fined $54,000 for operating without licence

Two companies were yesterday fined a total of $54,000 over unlicensed dockless e-scooter sharing services for the public to use.

Neuron Mobility and Telepod have become the first two firms to be dealt with in court for offences involving the public sharing of personal mobility devices (PMDs).

Neuron was fined $38,000 after it was convicted of 19 charges under the Parking Places Act. Telepod was fined $16,000 after it pleaded guilty to eight similar charges.

A 30-year-old man died on Tuesday morning (Sept 24) at Changi General Hospital (CGH) after falling off his e-scooter on Tanah Merah Coast Road in the wee hours.

The Singapore Civil Defence Force said on Friday that it had received a call for assistance at 3.45am on Tuesday. “One person was taken to CGH,” it said in a statement to TODAY.

The police said that it was alerted to the case at 6.20am, when the man was pronounced dead at the hospital.

Man fined $2,000 for injuring 6-year-old boy while riding e-scooter

A Singaporean man was fined $2,000 on Wednesday (17 July) for injuring a six-year-old boy while riding an electric scooter at East Coast Park.

Sachiv Raj Verma, 20, had pleaded guilty in the State Courts of causing hurt by a negligent act that endangered the safety of Zhao Tian Zhe after colliding with the boy while riding his “Speedway-4” e-scooter on 22 March this year.

The accident occurred at night while Tian Zhe was playing with his kick scooter along the cycling path in front of the Starbucks outlet at East Coast Park.

Three PMD riders who hit pedestrians get penalties ranging from 1 week in jail to 9 months’ probation

Three e-scooter riders who collided into pedestrians were handed sentences ranging from one week in jail to nine months’ probation on Monday (Aug 19).

Toh Zhiwei, 35, was riding at a speed of about 13km/h to 15km/h just outside Chinatown MRT Station in January last year when he collided into a 45-year-old Taiwanese tourist causing her to fall and hit her head on the ground. He was sentenced to one week in jail.

Toh had claimed trial, saying he had tried to avoid hitting the tourist, but that she was looking at her mobile phone and walked into his path. However, the prosecution pointed to inconsistencies in his testimony, adding that he should have kept a proper lookout in any case.

An e-scooter rider was jailed while another was fined after two pedestrians suffered fractures in separate incidents.

Prime mover driver Tan Gim Moh, 61, was sentenced on Wednesday (Sept 11) to 18 days' jail for causing grievous hurt to part-time sales executive Tan Peck Lay, 58, by riding his device in a rash manner on a pathway in front of Block 760 Yishun Ring Road.

Shortly before the accident occurred at around 7.30pm on Feb 25 last year, Tan had been riding the e-scooter at a speed of about 20kmh to 25kmh on a bicycle lane with a cigarette in one hand while controlling the device with the other.

In separate cases, two men who caused bone fractures to pedestrians while riding their electric scooters on shared paths were dealt with in court on Wednesday (Sept 11), with one getting time behind bars and the other, a fine.

Tan Gim Moh, 61, who works as a driver, was sentenced to 18 days’ jail after pleading guilty to causing grievous hurt to Ms Tan Peck Lay, 58, by a rash act last year in Yishun. He was on an e-scooter travelling at about 20km/h to 25km/h, smoking a cigarette with one hand and controlling the device with the other, when he lost his balance and collided into Ms Tan from behind, causing her to suffer bruises and a wrist fracture.

In the other case, Tham Chee Boon, 36, pleaded guilty to causing grievous hurt by a negligent act — an offence carrying less severe penalties than Tan’s. Tham was fined S$3,500.

PMD user sent to hospital after getting collided into by e-scooter rider who sped through red light

Police are currently investigating a collision that took place on Saturday evening along Pasir Ris Drive, where a personal mobility device (PMD) rider had to be hospitalized after getting crashed into by an electric scooter rider who sped through a red light.

Clearly, the e-scooter rider was in the wrong, and according to a witness, even tried to make a run for it with his posse of fellow riders. Jeremy Chiang, who caught the collision on his dash cam, said that he tried to chase after the culprit but the young man proved to be too fast. But that’s okay because the e-scooter rider ran into the view of a police camera at an HDB block.

The victim — a 27-year-old man — was taken conscious to Sengkang General Hospital. The PMD Retailers Association of Singapore made a call out to members of the public to help identify the e-scooter rider who fled the scene before the police arrived.

E-scooter rider crashes into PMD rider while beating red light at Pasir Ris road

A law-flouting e-scooter rider is in trouble with Netizens as well as authorities after disregarding a red light and crashing with full force into a PMD (Personal Mobility Device) rider.

On Mar 17, road safety website ROADS.sg uploaded a video of the incident which had happened along Pasir Ris Drive 1 at 10:25 pm the previous night.  In the video, the e-scooter rider does not even slow down as he collides with the 37-year-old personal mobility device (PMD) rider who had been crossing the street. Both riders flew off their rides and lay on the ground.

Shortly after, a second e-scooter rider passed by. According to ROADS.sg’s post, the irresponsible youth on the e-scooter ran away before the police arrived.

Riding his e-scooter with a cigarette in one hand, Tan Gim Moh cut into an adjacent pathway without slowing down.

Trying to avoid pedestrians who were walking on the bicycle lane he was on, he knocked into part-time sales executive Tan Peck Lay from behind, causing her to fall and fracture her wrist.

Yesterday, Tan, 61, was jailed for 18 days after pleading guilty to causing grievous hurt to Ms Tan, 58, by a rash act.

Three e-scooter riders involved in separate collisions sentenced

Two teenagers and a man involved in three separate e-scooter cases were sentenced in the State Courts on Monday (19 August).

The two teens, Yap Thanabadee, 19, and Muhammad Lutfi Dzakir Abdul Rahman, 18, were given six months’ and nine months’ probation, respectively, for hitting two children while riding their e-scooters. They had earlier pleaded guilty to one count each of causing hurt through a rash act.

The man, Toh Zhiwei, 35, was given one week’s jail after he was found guilty of causing hurt to a Taiwanese tourist outside of Chinatown MRT station. Toh had claimed trial to the charge of causing hurt through a rash act and was later found guilty.

PMDs to be banned in void decks, common corridors at PAP town councils

Three months after several MPs called for personal mobility devices (PMDs) to be banned from void decks and common corridors, all 15 People's Action Party town councils will do just that.

And pedestrian-only zones, where riders must dismount and push their PMDs, will be on trial for three months at five townships, with the view of implementing them islandwide if they prove useful. The five trial sites are the neighbourhood centre in Tampines and the town centres in Ang Mo Kio, Bedok, Bukit Batok and Khatib.

Online users call for tighter enforcement following announcement of banning PMDs at void decks and common corridors

Senior Minister of State for Transport Lam Pin Min said in Parliament on Monday (5 August) that 15 town councils under the People’s Action Party (PAP) will ban individuals from riding personal mobility devices (PMDs) at void decks and common corridors.

In a ministerial statement, Dr Lam explained that the ban on PMDs at void decks and common corridors was decided after discussing with the 15 PAP-run town councils.

In an attempt to lessen PMD-related accidents here, the Land Transport Authority (LTA) is all set to implement a three-month trial of pedestrian-only zones (POZs) in certain town councils and double its enforcement team on the ground to 200 officers by end of 2019, said the Minister.

Youth pleads guilty to crashing into girl, 3, while riding e-scooter near Eastpoint Mall

A teenager pleaded guilty on Monday (July 22) to colliding into a toddler, while riding his electric scooter near a bus stop outside Eastpoint Mall in Simei.

Muhammad Lutfi Dzakir Abdul Rahman, who was 16 years old when the incident took place on Aug 10, 2017, admitted to one charge of causing hurt to the victim by a rash act.

District Judge May Mesenas called for a report to assess if Lutfi, who is now 18, is suitable for probation. He will be sentenced on Aug 19.

A 55-year-old man was fined S$4,500 on Tuesday (July 23) for pushing, then punching, a 69-year-old man he had almost collided into with his electric scooter.

Lim Kim Joo was riding his e-scooter around a block of flats in Yishun one evening last year when he assaulted the older man, Mr Edwin Yap.

Lim pleaded guilty to one charge of causing hurt. Another charge of harassing Mr Yap by shouting Hokkien vulgarities at him was taken into consideration for sentencing.

There were about 90 accidents involving power-assisted bicycles & personal mobility devices for the 1st half of this year, resulting in four deaths and about 90 injuries, Minister for Transport Khaw Boon Wan said on Monday (Oct 2).

In a written reply to parliamentary questions posed by MP Sitoh Yih Pin, Mr Khaw said the majority of these accidents took place on the roads.

The minister added that with the Active Mobility Bill coming into force by the end of the year, there will be stiff penalties for offences such as reckless riding. In the meantime, the Land Transport Authority (LTA) is stepping up its enforcement efforts & has issued more than 1,400 advisories for unsafe riding, he said.

In the first half of last year, there were 90 accidents here involving electric bicycles and PMDs which resulted in four deaths and about 90 injuries. These figures indicate an extremely high chance of injury whenever there is an accident involving these devices.

Extrapolating this trend for the full year, we would have 180 accidents and 180 injuries. Going by 2016's estimated population of 12,000 e-bikes and 24,000 PMDs, that works out to a 0.5 per cent injury rate. That seems far lower than the casualty rate of 1 per cent involving road motor vehicles.

Motor vehicles, however, clock far greater distances than PMDs and e-bikes - for instance, 17,500km a year for cars and 50,000km for buses. While there is no official data for PMD and e-bike mileages, anecdotal evidence suggests they clock less than 3,000km and 8,000km a year, respectively.

Tough new penalties have also kicked in for unregistered or non-compliant e-bikes.

The authorities have been taking tougher action against errant users of personal mobility devices like e-scooters and e-bikes in the past year, amid growing complaints about speeding and reckless behaviour by the riders.

In January, Transport Minister Khaw Boon Wan said in Parliament that there were 30 e-scooter accidents involving pedestrians on footpaths and walkways between January and September last year. The Minister also noted that the LTA had issued more than 1,700 advisories for unsafe riding behaviour that year.

From January to September last year, there were a total of 30 accidents involving personal mobility devices (PMDs) & pedestrians on public paths, Transport Minister Khaw Boon Wan said in Parliament on Monday (Jan 8).

In total, there were about 110 accidents involving PMDs such as e-scooters in the same period last year, he added.

"These accidents occurred on public paths, or at road junctions when PMD riders were crossing the road, or on roads when PMD riders were riding parallel to vehicle traffic illegally," Mr Khaw wrote in a separate reply.

As such, errant users of Personal Mobility Devices (PMDs) will face fines once the Act comes into force. The use of PMDs, such as e-scooters, on all public roads is prohibited.

Woman jailed 2 weeks for riding bike into elderly woman

A cyclist who knocked down an elderly woman in a market, leaving her with a broken left hip bone, was sentenced to 2 weeks' jail yesterday.

Hawker stall owner Cai Mei Ying was also ordered to pay $7,000 in compensation to Madam Ang Ah Soi, 77.

The district court heard that Madam Ang's medical bills exceeded $13,000, but Cai, 49, cannot compensate her the full amount. Cai earns between $1,250 & $1,500 a month.

3 e-scooter riders to be charged for causing hurt to pedestrians

Three e-scooter riders will be charged in court on Friday (9 March), in separate cases, for allegedly causing hurt to pedestrians while operating their personal mobility devices (PMDs). According to a Singapore Police Force news release, the three men – aged between 23 and 32 – will be charged for negligent acts causing hurt over the alleged offences committed between July and November last year.

In the first incident on 5 July last year, an 11-year-old boy was injured when he was hit by an e-scooter operated by a 32-year-old man at the void deck of a HDB block along Clementi West Street 1.

On 19 October last year, a 61-year-old woman was hit by an e-scooter being ridden by a 26-year-old man at a hawker centre at Yishun Ave 11. The woman was taken to hospital as a result of the collision. The third incident, on 14 November last year, involved an eight-year-old boy who was hit by an e-scooter operated by a 23-year-old man along a pathway at Woodlands Ave 4.

An electric scooter rider was given the maximum fine of $2,500 on Fri (Mar 9) after he admitted hitting a boy while riding the e-scooter in a negligent manner.

This happened when logistics manager Qin Jian, 32, was riding near a lift at the void deck of Block 607, Clementi West Street 2 at around 6.50pm on July 5 last year.

The 9-yr-old boy's father, who was waiting for his son at a nearby carpark, rushed to the void deck on hearing his screams. He also called the police.

2 e-scooter riders, 1 bicyclist to be charged over separate accidents

3 men – two electric scooter riders and a bicyclist – will be charged in court on Thursday (24 May) over separate incidents that left three pedestrians injured.

The trio, aged between 17 and 37, will be charged with committing rash or negligent acts causing hurt for separate incidents that took place between July 2017 and February this year, said a police press release on Wednesday (23 May). One of the e-scooter riders will also be charged under the Protection from Harassment Act (POHA).

On 17 February, the 17-year-old allegedly ran into a 78-year-old man while operating an e-scooter along a pavement at Yishun Ring Road. Meanwhile, the 33-year-old man being charged on Thursday had allegedly ridden his bicycle along a footpath in Simei on 21 September and collided with a 73-year-old woman.

Police on Monday (Aug 21) released photos of a man suspected of being involved in a fatal hit-and-run accident last Thursday morning.

He is believed to be the rider of a power-assisted bike that hit a 78-yr-old man outside McDonald's at Jalan Bukit Merah, towards Queensway, at about 6.35am on Aug 17. Police said the e-bike rider left the scene before officers arrived.

The pedestrian had serious head injuries and died on Saturday, police added.

A 49-yr-old man has been arrested in connection with a hit-and-run accident along Jalan Bukit Merah last week that resulted in the death of a 78-yr-old man.

Last Thursday (Aug 17) at about 6.35am, Mr Song Chee Keong was hit by a power-assisted bicycle - otherwise known as an electric bicycle or e-bike - outside a McDonald's outlet along Jalan Bukit Merah, sustaining serious head injuries. The e-bike rider left before the police arrived at the scene.

Mr Song later died of his injuries in hospital last Saturday.

Elderly e-biker seriously injured after colliding with car along New Upper Changi Road

A 62-yr-old man riding an electric bicycle sustained injuries on Wednesday (Oct 18) after colliding with a car during his morning commute along Bedok North Ave 3.

The man was sent to Changi General Hospital unconscious and has been warded. The extent of his injuries is unclear.

TODAY understands that the driver, a male Singaporean in his 40s, was in a black Toyota car travelling eastward along New Upper Changi Road. He was driving along the rightmost lane when the elderly man came by his right, TODAY understands.

Teen given short detention order over e-scooter collision that left housewife in coma

A teenage e-scooter rider who left a housewife in a coma after colliding into her at a bus stop along Pasir Ris Drive was slapped with a 14-day short detention order and 100 hours of community service on Tuesday (17 July). Polytechnic student Nicholas Ting Nai Jie, 19, had pleaded guilty on 13 June to one charge of causing grievous hurt via a negligent act to 54-year-old Ang Liu Kiow. The short detention order mean that Ting will be detained in prison but will not have a criminal record.

In sentencing Ting, District Judge Eddy Tham warned the teenager that if he did not comply with the Community Service Order, he could be sentenced afresh for the offence. The DJ also ordered Ting’s e-scooter to be forfeited and disposed of by the police.

Ting’s lawyer, Peter Keith Fernando, said that his client had not seen any buses approaching the bus stop and did not expect anyone to step in front of his e-scooter. “Nicholas reacted as fast as he could and applied the handle bar brakes while (his girlfriend) jumped off before he collided into (Ang),” said Fernando.

A polytechnic student was given a 2-week short detention order on Tuesday (Jul 17) after knocking into a pedestrian while riding an e-scooter, causing her to suffer severe brain injuries.

This means Nicholas Ting Nai Jie will have to serve a brief stint behind bars but will not have a criminal record after he is released. He was also ordered to perform 100 hours of community service.

Madam Ang Liu Kiow, 55, was left in a coma for a month. Her husband told The Straits Times in a subsequent interview that the housewife can no longer remember the past or express herself properly.

Nicholas Ting Nai Jie was riding his 14kg e-scooter, with his girlfriend as a pillion rider, on the footpath along Pasir Ris Drive 1 towards Pasir Ris Drive 12 on the morning of Sep 17, 2016.

His speed when approaching a bus stop near Block 541, Pasir Ris Street 51, was about 14kmh to 15kmh, & he did not slow down, court documents said.

A polytechnic student's sentencing yesterday for hitting a woman while riding his e-scooter may mark the close of a chapter for him, but Madam Ang Liu Kiow's story goes on.

The 55-yr-old was at a bus stop in Pasir Ris in September 2016, when Nicholas Ting Nai Jie, 19, knocked into her, leaving her with severe brain injuries. For Madam Ang's family members, who were not present at the sentencing, the outcome means little.

Her husband, Mr Leong Loon Wah, 55, said of Ting's detention order: "It is only for 2 weeks, while I have to take care of her indefinitely."

A 34-yr-old man has been arrested for his suspected involvement in a case of rash act causing hurt at Chinatown MRT Station, police said on Sat (Jan 27).

Police said they received a report that someone had been knocked down by an e-scooter at about 4pm on Friday. They arrested the suspect at the scene and seized the e-scooter.

Singapore local police said that they have arrested a 34-yr-old e-scooter driver for causing injuries at Chinatown MRT Station after performing a rash act on January 27, Saturday.

Police said that they received a complaint that a Taiwanese tourist has been knocked down by an e-scooter at around 4 pm.

A 6-yr-old boy was taken to hospital after an e-scooter crashed into him near Punggol Park on Thursday (Apr 12) evening.

Eyewitness Mr Su told Channel 8 News that he was jogging in the area when he saw a crowd gathering in the distance. When he approached the scene, he said he saw blood on the rider's hands and the e-scooter was damaged.

"The boy was crying very badly. It seems he was in a lot of pain and his family members were comforting him," he said, adding that he believed the boy had been hit on the back of his head.

An electric-scooter rider was taken to hospital on Sat (Apr 21) after a collision with a vehicle in Bukit Timah.

Police said they were alerted to an accident involving a taxi & an e-scooter at the junction of Jalan Anak Bukit and Jalan Jurong Kechil at 1.56pm on Saturday. The e-scooter rider was a 49-year-old man.

West Coast e-bike deaths: Trailer driver made no attempt to brake

Trailer driver Sahadevan Senguttuvan said he panicked when he saw the e-bikers and did not brake.
The driver of the trailer involved in an accident that killed two e-bikers on West Coast Highway last October said he panicked when he saw them, and made no attempt to brake before the collision. Instead, Sahadevan Senguttuvan, now 35, told a coroner’s inquiry that he tried "changing lanes".

2 men were killed on Oct 27 last year when Mr Sahadevan's prime mover trailer crashed into them. Ang Yee Fong, 25, was pronounced dead at the scene, and Ong Zi Quan, 18, was pronounced dead at the National University Hospital.

A 3rd e-biker, Marcus Loke Teck Soon, who was 17 yrs old at the time, had leg injuries.

E-scooter accident a sign that pavements must be made safer

On Sep 1, an electric scooter hit my wife from behind on the pavement along Sims Avenue East. She fell on her side and bruised her hip. Some parishioners from the nearby church came to her aid.

2 teenagers had been racing each other on their e-scooters. They insisted that they had honked and that my wife was at fault for not moving aside.

She retorted that there was too much noise around and that she did not have eyes in the back of her head. The teenagers left, feeling that they had done no wrong.

Just last month, e-scooters came under the spotlight following an accident when an e-scooter collided with a woman pedestrian. The accident has re-ignited safety concerns about the use of personal mobility devices such as e-scooters and hoverboards, which are increasing in popularity.

Mr Denis Koh, who leads e-scooter interest group Big Wheel Scooters Singapore & served on the Government's Active Mobility Advisory Panel (AMAP), told The Straits Times that electric device users have a greater responsibility for road safety than pedestrians because "faster-moving vehicles should always practise safety and due diligence".

There has been yet another accident and death involving users of personal mobility devices (PMDs). (52-yr-old man dies after e-scooter accident at Bedok Reservoir; Nov 30).

Did the Government give careful thought, or did any planning or research before allowing or encouraging the use of such devices here? Was it a hasty move, and is there really a need, to use these for “last mile connectivity”?

Is there adequate control over their usage or abuse even with regulations in place? Are the recent accidents just the tip of the iceberg?

When wheels and walkers collide

It has been a little over 2 years since personal mobility devices (PMD) such as e-scooters & hoverboards started to proliferate here.

Unlike cities such as New York, Tokyo, London and Hong Kong, Singapore has embraced these devices, with the view that they contribute to a car-lite society.

In this instance, Singapore has been ahead of the curve. Some of the cities which have had partial or total bans on such devices are now reviewing their stand.

Registration of e-bikes to start on Aug 14

The compulsory registration of power-assisted bicycles, or e-bikes, will begin on Aug 14, the Land Transport Authority (LTA) announced on Wed (Aug 2).

Last year, the Active Mobility Panel suggested that e-bikes be registered to facilitate enforcement against errant riders and those who illegally modify their bicycles, a recommendation the Government accepted.

E-bike users have until Jan 31 next year to register their devices and affix them with a number plate. After this date, it will be an offence to keep or use an unregistered e-bike without a valid number plate on public roads or paths, LTA said in a news release.

No riding of personal mobility devices on roads

5A.—(1)  An individual must not ride a personal mobility device on a road at any time.

(2)  However, subsection (1) does not apply to an individual who is crossing a road in or on a personal mobility device —
(a) if the individual crosses the road by the shortest safe route, and does not stay on the road longer than necessary to cross the road safely; or
(b) if —

  • (i) there is an obstruction on a shared path or footpath (within the meaning of the Active Mobility Act 2017) adjacent to the road (called an adjacent area);
  • (ii) it is impracticable to travel on the adjacent area; and
  • (iii) the individual travels no more than reasonably necessary along the road to avoid the obstruction

Bicycles and mobility devices to be allowed on footpaths possibly by end 2016

It could be legal to ride your bicycle or electric scooter on the pavements as early as the end of this year, after the Government fully accepted an expert panel's recommendations to boost active mobility here.

Speaking in Parliament on Tuesday (Apr 12) during the Transport Ministry's Budget debate, Senior Minister of State for Transport Josephine Teo said this was part of efforts to enhance accessibility for commuters. In the bigger picture, it is also a key strategy in Singapore's push to reduce its reliance on cars.

The Active Mobility Advisory Panel released last month a set of rules and guidelines to govern the use of personal mobility devices here.
