7 molest suspects to be charged; police say outrage of modesty cases on the rise

Seven men will be charged in court on Monday (Oct 14) amid an increasing trend in outrage of modesty cases, the Singapore Police Force (SPF) said on Sunday.

The suspects - the youngest of whom is 26 and the oldest, 75 - were allegedly involved in separate cases of outrage of modesty between October 2018 and July this year, said police.

"Outrage of modesty cases have been on an increasing trend and remain a key concern for the police," said SPF.

More people in Singapore have fallen prey to molesters, especially on public transport and at public entertainment nightspots, as well as scammers in the first half of this year, fuelling a spike in overall crime.

Increasingly popular tricks include: fake loan schemes, fraudulent e-commerce sales, & the "Chinese official" ruse, where scammers claim to be officials from China to demand money from victims.

Overall, a total of 16,460 crimes were reported between January and June this year, up from 15,949 cases in the same period last year, according to mid-year crime statistics released by the police yesterday.

Woman in Singapore arrested for stripping in public after altercation in Middle Road

A 31-year-old woman has been arrested after she took off her clothes - and underwear - during an altercation in Middle Road on Thursday (Oct 24).

In a video circulating online, a woman is seen chasing after a man wearing a red T-shirt, before tearing off her dress and her panties while shouting and pointing at the retreating man.

Another man in a white top pulls up her underwear before escorting her away from the scene.

Shocking footage shows the 31-year-old chasing and yelling out to the taxi driver around 2am on Middle Road in Singapore.

Woman arrested after stripping off clothes in argument with cabby along Middle Road

A 31-year-old woman has been arrested for public nuisance after removing her clothes in an argument with a taxi driver at Middle Road in the early hours of Thursday morning (Oct 24).

Several Stompers alerted Stomp to a video of the incident that has been circulating online. It has been masked by ROADS.sg's Facebook page administrators.

In the video, the woman is seen shouting and chasing after a man in a red T-shirt who is believed to be the cabby.

NTU graduate arrested for allegedly molesting teenage boy during ‘research project’

A 25-year-old Nanyang Technological University (NTU) graduate student has been arrested for allegedly molesting a teenage boy under the pretense of conducting a “body stimulation” research project.

The police confirmed a report was lodged and a man was arrested for outrage of modesty. Police investigations are ongoing. Yahoo News Singapore understands the arrest happened on Saturday (20 January).

According to an article by The Nanyang Chronicle, which first reported about the case, the 17-year-old victim had been misled into believing that he was meeting the man to participate in the study after he responded to an online advertisement.

8 men to be charged for outrage of modesty

8 men, aged between 25 and 57, will be charged in Court on Monday (Oct 23) for 8 separate cases of outrage of modesty, committed between January and July 2017, police said in a news release on Sunday. 5 of these cases occurred at public entertainment outlets or on public transport, police added.

According to police, there were 1,168 reported cases of outrage of modesty, between January and September 2017. This was an increase of 194 cases (or 19.9%) compared to the same period last year.

Of the cases, 152 were reported on public transport, while 76 were reported at public entertainment outlets, an increase of 50 cases (or 49.0%) and 15 cases (or 24.6%) respectively, compared to the same period last year.

An Average 4 Molest Incidents Reported Every Day according to Latest Crime Stats

Latest crime statistics released by the police reveal that 717 incidents of outrage of modesty took place between Jan and Jun this year – or, 4 incidents per day on average.

The number is a 9.5 percent increase from the same time last year, where 655 incidents were reported. Police have urged the public to be vigilant and report incidents as soon as possible.

Molest aside, 349 cases of internet love scams in the first half of this year saw victims losing S$22.1 million in total to scammers.

Increase in the number of outrage of modesty reported over the past few years.

354(1) of the Penal Codeis the general provision which stipulates that the assault or use of criminal force to a person with the intent to outrage modesty is a criminal offence which will be liable to a jail term of up to 2 years, or a fine, or with caning, or a combination of the above mentioned punishments.

That being said, the well-established sentencing benchmark is 9 months’ imprisonment with caning as a starting point for molest or outrage of modesty under s 354 of the Penal Code where a victim’s private parts or sexual organs were intruded. Offences under s 354(1) of the Penal Code include situations where there is outrage of modesty, regardless of whether criminal force was used or not.

Yet another relevant section under the Penal Code is s 509. This provision provides that anyone who “utters any word, makes any sound or gesture, or exhibits any object” with the intention that a woman’s privacy is intruded and results in causing insult to the modesty of a woman is guilty of an offence. The sentence includes imprisonment for a term which may extend to one year, or fine, or both.

Upskirt Pervert Caught on Video: Man Follows Ladies Up the Escalator to Peek Up Their Skirts

This man was so desperate for a peek at panties that he literally put his head on the escalator line for it!

On Tuesday (17 Oct) the upskirt pervert was caught loitering at The Sail @ Marina Bay at about 6pm. He then followed a lady in a dark grey skirt up the escalator, bent his body down and tilted his head up to peek in between her legs.

Bangladeshi Worker Molests Girls in School Uniform on the MRT; One Victim was only 13 Years Old

37-year-old Ray Chandan, a Bangladeshi working in Singapore as a construction worker, was too horny for his own good.

While travelling on the MRT, he molested 3 girls aged between 13 and 17 years old on 3 separate occasions.

Molesters 'think they can get away in crowds'

Molestation cases that take place at entertainment nightspots could have happened as perpetrators believed they would not get caught in a crowded, public environment, said Ms Anisha Joseph, manager of the Association of Women for Action & Research's Sexual Assault Care Centre.

According to police statistics released yesterday, there were 717 outrage of modesty cases in the 1st half of this year, up from 655 in the same period last year. In particular, cases at entertainment nightspots increased from 44 to 52 over this period, while cases on public transport remained high, at around 70 cases.

Clinical psychologist Jeanie Chu of the Resilienz Clinic said incidents may take place at such locations due to accessibility to potential victims, & perpetrators' ease of escape. Ms Anisha added that perpetrators may also be friends or acquaintances who exploit the situation when one is too intoxicated to consent at a nightspot, for example.

Jail for man who insulted flatmate's modesty

3 days after he moved into a flat, a driver lifted the blanket of his housemate who was sleeping and took a photo of her topless.

Teng Ching Yuan, 31, was caught red-handed when he tried to do it again 3 days later. Yesterday, he was jailed for 12 weeks after pleading guilty to 5 charges: 2 of insulting a woman's modesty, and 1 each of criminal trespass, use of criminal force and possession of obscene films.


A District Court heard that Teng, a Malaysian, rented a room in a Pasir Ris flat. He stayed there with the unit's owners, a married couple, and a 30-yr-old female tenant. The latter had a habit of sleeping unclothed and would usually lock her room door, the court heard.

Taxi driver, 66, jailed 2 weeks for insulting modesty of teenage passenger

A 66-yr-old cabby repeatedly told his 19-yr-old passenger that he wanted to lick her private parts during a 20-minute taxi ride, a court heard on Thursday (Sep 15).

Ong Guan Seow persisted in making lewd and suggestive comments to the victim, even while driving her to a neighbourhood police centre (NPC), as directed by the victim.

The victim had been so traumatised that both a friend and her father heard her trembling voice and she sounded fearful when she called them close to midnight on Feb 7, 2015, while she was still in the taxi.

Elderly man gets jail for molesting girl on bus

A 77-yr-old security guard who repeatedly molested a 14-yr-old girl on a bus was jailed for 5 weeks yesterday.

Samlawi Haji Sirat pleaded guilty to touching the girl's upper thigh on an SBSTransit bus on Feb 6 last year.

The court heard that the Secondary 3 student boarded service No. 21 in Balestier Road at about 1.30pm that day. The bus was heading towards Pasir Ris interchange.

Woman raped thrice in public in 20 minutes

After leaving a bar in Robertson Quay, where he had been drinking with friends, a jobless man saw a woman walking alone along Martin Road at 3am.

What transpired in the next 20 minutes was a horrific episode of sexual violence as he raped her thrice at three locations in the area, and forced her to give him oral sex.

Even when his victim pleaded with him and repeatedly told him that she was having her period, he ignored her and continued violating her.

Doctor who drugged, molested doctor jailed

A reknown aesthetic doctor, who was convicted last month of molesting a male doctor & administering stupefying drugs on the 33-yr-old patient to commit the offence, was sentenced to 42 months' jail yesterday.

Tan Kok Leong, 50, was convicted after an 18-day trial of twice administering Dormicum and Rosiden on the Malaysian doctor in the course of a liposuction procedure at Oasia Hotel in Sinaran Drive, on Jul 5 & 6 in 2013, and using criminal force to outrage his modesty on those 2 days.

Bail of $40,000 was allowed pending Tan's appeal against conviction and sentence.

He lured his patient -- a fellow male doctor -- to a hotel room and, on 2 separate nights, knocked him out with stupefying drug Dormicum.

Medical doctor and partner at Life Source Medical Practice Tan Kok Leong, now 50, then snapped over 20 photographs of his victim's private parts without the latter's knowledge or consent.

Some showed Tan either touching or holding the Malaysian man's private parts with his bare hands. He was sentenced to 3½ yrs' jail yesterday after an 18-day trial.

Aesthetic doctor gets 3-1/2 years' jail for molesting male patient

While performing liposuction procedures over 2 days on a male patient whom he had sedated, an aesthetic doctor molested his victim.

Tan Kok Leong touched the private parts of his 33-yr-old patient -- a Malaysian doctor -- on multiple occasions over the course of 2 nights in a hotel room.

The 50-yr-old also took more than 20 photographs which grossly invaded his victim's privacy.

As a full-time police national serviceman, his duty was to uphold the law.

But Abdul Qayyum Mohd Hashim broke it repeatedly by entering a female washroom and taking pictures of three colleagues while they were showering.

Ironically, the crimes were committed at a police division headquarters.



Ex-SCDF Lieutenant-Colonel charged for sexual harassment

A former Lieutenant-Colonel from the Singapore Civil Defence (SCDF) was charged in court today (Mar 16) for harassment under the Protection from Harassment Act. According to court documents, 39-year-old Goh Wee Hong stalked a 28-year-old woman between Aug 27 and 30, 2015, before he lost his job from the police report lodged by the victim.

As a gag order has been issued by the court, the victim cannot be named. The married former Lt-Col applied for access to the offending text messages referenced in the charge and he face a fine up to S$5,000 and/or 12 months’ jail.

This is the third scandal hitting the SCDF in recent years. Three years ago in 2013, a SCDF director was charged for misappropriating two iPads, while the SCDF commissioner Peter Lim was convicted of receiving sexual gratifications in return for offering government contracts.

Man jailed 8 months for molesting girl, 11, and cheating insurance firm

A 31-yr-old logistics executive molested a primary school pupil taking a public bus to school then gave her $10 out of guilt, a court heard on Friday (Apr 8).

Ryan Ong Swee Chuan also made a fake insurance claim for a staged traffic accident on behalf of a motor insurance scam syndicate.

On Friday, he was jailed for 8 months after he pleaded guilty to a count each of molesting a minor and conspiring to cheat. He also admitted another count of molestation, which was taken into consideration in sentencing.

Peeping Tom turns into violent groper

He tried to get away after he was caught peeping at a woman in her flat.

When confronted, interior designer Koong Kin Cheong became agitated and assaulted the woman, 20, her brother, 19, and their parents before fleeing the scene.

Still reeling from the attack, the woman was attending to her injured mother, 54, when Koong suddenly returned and molested her, groping her body.

POLICE NSF FILMED FEMALE POLICE OFFICERS WHEN BATHING, STOLE THEIR UNDERWEAR

Between 2014 and 2015, 20 year old Hasham served as part of a team of police national servicemen charged with maintaining the safety of the Singapore Police Force's (SPF) northern headquarters.

Instead, he abused his position of power, sneaking into the female changing rooms to film unsuspecting female police officers while they were bathing and even stealing the undergarments of a female colleague.

Police NSF stole policewoman’s bra in police station and took nude pictures of policewomen

A policeman serving his National Service, Abdul Qayyum Mohd Hashim (aged 20), was today jailed nine months for stealing the bra of a policewoman, and taking pictures of  three female police officers in the shower using his mobile phone.

In January last year while on duty, he noticed a female police officer entering the toilet with a towel. He followed her into the toilet intending to take pictures of her, but instead stole her bra. The 21-year-old policewoman later made a police report over the theft of her bra.

The police’s technology crime branch recovered the pictures of three other policewomen which he had erased from his mobile phone during their investigation.

The incident allegedly traumatised the girl so much that she became easily agitated and anxious, and began to binge-eat.

Jailed for taking upskirt videos of his friends

For nearly four years, a 29-year-old accountant took more than 120 upskirt photos and videos of seven women he liked, but did not think he had a chance with.

They were his friends, acquaintances and colleagues, aged 23 to 30, who had cameras secretly pointed up their skirts at places such as the church, school, foodcourts, shopping malls and even the workplace.

He organised the 122 videos and four photos on a portable hard disk, arranging them in folders according to the names of his unsuspecting victims

Yesterday, former Ngee Ann Polytechnic second-year student Clemence Koh Junxiang was sentenced to reformative training, a rehabilitative sentencing option for young offenders.

It is a strict regime of 18 to 30 months that includes structured rehabilitation programmes, foot drills and counselling.


Drunk jailed for molesting flight attendant

An Indian national was jailed for nine months yesterday for molesting a flight attendant on board a SilkAir flight from India to Singapore.

Kizhakkumkkara Thomas Ajeesh, 31, admitted to using criminal force on a 26-year-old flight stewardess by brushing against her chest during a flight from Trivandrum to Singapore on Sep 9.

He also pleaded guilty to being drunk until he jeopardised the order and discipline required on board a plane, said The Straits Times Online.

Man serving time for molesting niece sentenced to 14 more months for molesting sister-in-law

A 67-year-old man, who is serving a 24-month jail term for molesting his underaged niece, was on Monday (Nov 23) sentenced to another 14 months for molesting his sister-in-law.

A district court heard that in 2011, the man's then 13-year-old niece reported to the police that she had been molested that same year.

During the course of investigations, her then 37-year-old aunt told the police that she had been molested by the man earlier, in 2005.

Man jailed 20 months for molesting two women

A repeat offender who molested two women at a block of flats in Henderson Crescent was jailed for 20 months on Friday (Nov 20).

Muhammad Surya Mohd Hatta, 23, pleaded guilty to grabbing a 29-year-old woman's buttocks along the common corridor near the lift lobby at 7.39pm on Oct 20 and to a groping another woman, also 29,on the ground floor a minute later.

A district court heard that he had followed the first woman from Redhill MRT station to the lift lobby of the block. Both got into the lift and they alighted at the third floor.

A man was caught on camera masturbating in the back alley of a house in Kuala Lumpur while naked.

Footage from closed-circuit television cameras showed the man emerging in the nude from the bushes in the alley and inching his way to the kitchen window of a nearby house while fondling himself.

The owner of the house was in the kitchen when she spotted some movement outside at about 12.30am on Saturday.

Man allegedly rapes own mum

In an extremely rare case, a man was charged with the rape of his biological mother yesterday.

The 32-year-old man, who cannot be named to protect the victim's identity, faces one count of rape and two counts of outrage of modesty.

On Oct 4, 2013, he allegedly pinned down his 56-year-old mother before molesting her twice. He then allegedly raped her.

A yoga instructor was showering in a public toilet at Tanjong Beach on Sentosa when she noticed a phone camera next to her feet.

Startled by the discovery, her first thought was to get hold of the pervert, so much so that she did not even bother to get dressed. Screaming, she stormed into the next cubicle.

What she saw gave her another shock - a man wearing a long-haired wig, pink straw hat, long-sleeved top and slippers.

Man who molested woman under the pretext of treating her infertility sentenced to 7 years' jail
Koh Nai Hock, who is also known as Dr Bob Koh

A self-professed medical practitioner, who was convicted of 14 charges of sexually assaulting a woman under the pretext of providing fertility treatment, was sentenced to seven years' jail on Thursday.

After a 13-day trial Koh Nai Hock, 64, was found guilty of sexually penetrating a businesswoman, then 40, on seven occasions at hotel rooms between Nov 1 and Dec 25, 2010.

Koh, represented by Mr Edmond Pereira, is appealing against conviction and sentence.

Former GM jailed 7 weeks for taking upskirt videos

A 50-year-old Korean man was sentenced to seven weeks imprisonment today (Sept 29) for shooting upskirt videos of shoppers in a supermarket.

Lee Bok Yeon, then a general manager, admitted to four charges of insulting the modesty of a woman by taking an upskirt video. Seven other charges were taken into consideration. His misdeeds came to light after a victim's boyfriend caught him in the act.

At about 3.30pm on May 10, the victim, a 25-year-old whose name has been withheld to protect her identity, was shopping with her boyfriend at NTUC FairPrice Finest at Bukit Timah Plaza. As she was bending over to pick vegetables, her boyfriend noticed that Lee followed, and placed his shopping basket near her.

Engineer jailed 50 days for filming women showering in hostel

A Japanese engineer on assignment in Singapore was jailed for 50 days on Friday for using his cellphone to take digital videos of women showering in a hostel.

Go Kotozaki, 37, admitted to two of six charges of insulting modesty at a hostel in South Bridge Road on May 29 and June 2.

The court heard that Kotozaki had checked into the hostel on June 1. Some time after midnight, he went to the shared common toilet.

Man jailed 5 months for exposing himself on MRT train

Samyapal Muthusamy said he committed the act, which happened between 11.50pm on Jul 30 and 12.08am on Jul 31, because he found the victim attractive.

He had been sitting next to the victim, a 28-year-old woman, on the MRT train. The woman was asleep, but awoke abruptly as she felt Samyapal learning against her shoulder.

After he woke the victim up, Samyapal moved to seat himself directly across from the victim, facing her. He then unzipped his pants, exposed his penis and started to fondle himself while looking at the victim. The woman immediately recorded his act on her handphone. 

Cable installer jailed nine months for molesting girl, 12, in her home

A foreign worker who went to a flat to install a fibre optic cable earlier this year molested a 12-year old girl there.

On Friday he was sentenced to nine months' jail. A district court heard that Chellamuthu Gajendran, 36 went to the flat at about 3pm on March 3 to carry out the installation works.

The girl, a primary school student, was in the flat with her younger brother and she was reading a book in the living room.

Singapore sees 35.8% increase in reported rape cases

Singapore sees 163 reported rape cases in 2014, a 35.8% increase from 2013’s 120. On average, this is four rapes every nine days. The revelation was made by a Deputy Public Prosecutor who pointed out to the judge that Singapore is seeing a rapid increase in sexual assaults and that the judgment of a rape case he is prosecuting warrants a strong deterrence.

The PAP MP in the Government Parliamentary Committee for Home Affairs and Law, Vikram Nair, said he is unaware and surprised by the finding. PAP MP Vikram Nair also added that it could be because more people are speaking out and that the cases may have occurred much earlier, in explanation to the increase in reported rape cases.

Although there is no official publication proving the direct correlation between the increase in foreigners and crime rate, Singapore’s population increase have seen an increasing myriad of social problems and crimes.

Based on the photos sent by the Stomper, part of the woman's bum was exposed.

In a series of photos, the woman was seen nonchalantly walking around the mall, going up the escalator and at a children's section.

In one photo, she even leans against a cab and lifts her dress to expose her bare bum outdoors.

More people molested on public transport
Scream or tell someone if you are molested on a train

With more cases of such outrage of modesty occurring on public transport last year, police want commuters to expose perpetrators as soon as possible so they can be arrested.

Last year, there were 164 reports of molestation on public transport, up from 154 in 2013, police told The Straits Times.

Overall, molestation cases increased from 1,325 to 1,367 in the same period, according to the police's annual crime statistics released yesterday.


FESTIVE SEASON CRIME PREVENTION ADVISORY: Outrage Of Modesty

With large crowds expected at shopping malls, entertainment outlets and various public locations during this year-end festive period, members of the public, especially ladies, are advised to stay vigilant against those who may take the opportunity to commit outrage of modesty. These are some precautions which ladies should take to minimise the risks of being victimised:
  1. Be wary of strangers who approach you in crowded areas;
  2. Stay close to your friends or move around in groups when in crowded places;
  3. Be aware and alert of your surroundings. If someone stands exceptionally close to you, or if you suspect that you are being followed, remain calm and proceed to a crowded area or call the Police for assistance;
  4. Moderate the amount of alcohol intake to avoid becoming drunk and vulnerable;
  5. Avoid taking short-cuts through dark and deserted places. Keep to well-lit areas where there are more people and traffic;
  6. Where possible, do not nap whilst travelling on public transport;
  7. When coming home late at night, get someone to escort you home;

Serial molester and flasher gets 18 months' jail and six strokes of the cane

A serial molester and flasher was jailed 18 months and ordered to receive six strokes of the cane on Friday.

Sean Chew Chee Wan, 41, went on a one-year spree in Jurong West, touching women's breasts and exposing his private parts.

Chew, who was unemployed at the time, faced 16 charges but pleaded guilty to, and was convicted of, five offences which took place in May last year.

An Indian-origin man in Singapore, who molested a girl inside a taxi, was Friday sentenced to jail for four weeks, media reported.

Samir Singh Aulakh, 34, a hotel call operator, pleaded guilty to molesting the victim when they were inside the taxi travelling from Kampong Bahru Road to Lower Delta Road at 7.45 am Aug 30, 2013, the Straits Times reported.

A medical report stated that the victim, 15, a secondary school student, was so traumatised by the incident that she is afraid of big-sized men and tries to avoid them.

Indian jailed for molesting 44-yr-old in Singapore

An Indian national in Singapore was sentenced to 10 months in jail and ordered to be given three cane strokes on Monday for molesting a woman on New Year's Day this year, media reported.

Parthiban Pandu, 24, taking advantage of the festive mood, hugged the 44-year-old victim from behind, the Straits Times reported. Pandu, a construction worker, pleaded guilty to outraging the victim's modesty just after midnight Jan 1.

Singapore-based businessman denies molesting woman on plane after video goes viral

A SINGAPORE-BASED Indian businessman has been arrested and let out on bail as an investigation is launched into his alleged involvement in a case of molestation on board a domestic flight in India.

Dr Ravindra Jhunjhunwala, a Singapore permanent resident with business interests in Singapore and India, has been accused by a woman passenger of touching her on an IndiGo flight from Mumbai to Bhubaneswar on Jan 27. The entrepreneur, believed to be in his 60s, was seated behind the 32-year-old woman on the flight.

"He inserted his hand through the gap in the seats and tried to inappropriately touch her body with the motive of sexual gratification," Bhubaneswar Police Commissioner R.P. Sharma was quoted as saying by India's NDTV.

MAN ARRESTED FOR SUSPECTED OUTRAGE OF MODESTY ON TRAIN PLATFORM

Police have arrested a 33-year-old man for his suspected involvement in a case of outrage of modesty of a 18-year-old female victim at the train platform in Promenade MRT station.

On 25 November 2014 at about 6 pm, the victim was alighting from the train when the suspect is believed to have touched the victim’s lower body. The suspect was confronted by the victim and he was subsequently detained and arrested by the police.

Investigations are ongoing. Anyone convicted for the offence of Outrage of Modesty under Section 354(1) of the Penal Code, Chapter 224, shall be punished with an imprisonment term of up to two years and caning.

Teenager nabbed for molesting two girls aged 12 and 15 in lift

A 17-year-old male teenager has been arrested for suspected involvement in two separate cases of outrage of modesty.

A driver who repeatedly molested his stepdaughter over a three-year period was sentenced to two years in jail and six strokes of the cane yesterday.

The abuses began in 2011, the year that the victim, then 12, began living with him and her mother. He molested her in their Housing Board flat near Chinatown on five occasions when his wife was not at home, and asked her to perform an indecent act on him on another occasion.

Aroused after watching online video clips recorded by hidden cameras in toilets, a cleaner bought a pinhole camera at Sim Lim Square and hid it in various household items.

A 44-year-old man suspected of molesting a woman on a public bus has been arrested, the police said in a statement today.

The 25-year-old victim lodged a report on Sep 19 regarding the incident that took place on Aug 31 in Marsiling.

The victim, who reported the incident on Monday, was on her her way to work at the time. She confronted the man and snapped a picture of him with her mobile phone, but he got away. After an appeal for information through the media, a member of the public responded with information on the man's whereabouts.

He was arrested on Wednesday near Collyer Quay. Investigations are ongoing.

Man arrested in violent molest case on West Coast Way

A 22-year-old man has been arrested three days after outraging the modesty of a female victim as she walked home on West Coast Way.

On Tuesday, TODAY reported that a 26-year-old was violently attacked as she was returning to The Infiniti along the Ayer Rajah Expressway at about 9.30pm on Monday.

Traumatised after being 'touched' by BRAZEN MOLESTER on bus

Belle (not her real name) was only 15 when a man molested her on a crowded train. Now 18, she can still recall the incident with startling clarity.

She had been on her way to school aboard the train during the morning rush hour, and in the cheek by jowl situation, she felt a man rubbing his private parts against her rear. "It was very crowded. There were so many people that it was difficult to move in or out of the train. It took some time before I realised what was happening," she recalls.

More arrested for crimes on public transport
817 people were arrested last year, an increase of 30% compared to 2011

More people were arrested for committing crimes on and involving public transport in the last three years.

A total of 817 people were arrested for such crimes last year, an increase of 30 per cent compared to the 625 people arrested in 2011, according to data from the Public Transport Security Committee.

In 2012, 763 people were arrested.


MORE MOLESTATION CASES IN SINGAPORE IN RECENT YEARS

The number of cases of molest on our crowded public transport has been increasing over the last few years with 156 cases reported in 2013. In 2011, the figure was only 114 and in 2012, there were 154 cases.

So far, this year is also looking like it will have higher numbers again with 42 cases reported in just the first three months of the year.

Molest is not the only offence on the rise, with cases of outrage of modesty also seeing an increase last year compared to the year before. Another worrying trend is that more and more of the cases of molest and outrage of modesty are occurring on our public transport system.

Modesty is a mode of dress and deportment intended not to encourage sexual attraction in others; actual standards vary widely. In this use, it can be considered inappropriate or immodest to reveal certain parts of the body. A modest woman would not behave so as to encourage the sexual attention of men. In some societies women must cover their bodies completely and may never talk to men who are not immediate family members; in others a fairly revealing but one-piece bathing costume is considered modest when other women wear bikinis.

Modesty in dress and deportment is usually encouraged by peer pressure, although a few countries enforce rigid dress codes. In some countries, exposure of the body in breach of community standards of modesty is also considered to be public indecency, and public nudity is generally illegal in most of the world and regarded as indecent exposure. However, nudity is at times tolerated in some societies; for example, during a world naked bike ride, while a lone man attempting to walk naked from south to north Britain was repeatedly imprisoned.

Small children are widely not expected to be fully clothed in public until they are grown up. In semi-public contexts standards of modesty vary. Nudity may be acceptable in public single-sex changing rooms at swimming baths, for example, or for mass medical examination of men for military service. In private, standards again depend upon the circumstances. A person who would never disrobe in the presence of a physician of the opposite sex in a social context might unquestioningly do so for a medical examination; others might allow examination, but only by a person of the same sex.

What is the offence of “outrage of modesty” in Singapore?

“Outrage of modesty” is a term that is commonly seen in the papers – for example, when a man gropes a woman inappropriately and ends up serving jail time for it. It seems that “outrage of modesty” is, by itself, a crime punishable by law. However, if you were to search through the main source of criminal legislation in Singapore – namely the Penal Code – you would not be able to locate such an offence. What, then, is the relevant statute for this offence? And what does “outrage of modesty” actually mean, in the first place?

The use of the term “outrage of modesty” originates from section 354 of the Penal Code which governs the offence of  the ”assault or use of criminal force to a person with intent to outrage modesty“. A crime under section 354 would involve the use of criminal force on a person with intent to outrage modesty. Hence, simply staring at someone inappropriately would not fall under this section, which has mainly been applied to molestation cases. As for what it means to actually outrage someone’s modesty, there appears to be no hard and fast answer for this.

Although the provision requires the involvement of assault or the use of criminal force in the act, this does not mean that other perverted acts that do not require physical contact will go unpunished. For example, section 509 of the Penal Code criminalises words or gestures intended to “insult the modesty” of women, such as the taking of upskirt photographs.

A study of outrage of modesty offenders in a Singapore prison.

Outrage of modesty (OOM) offenders cause considerable annoyance and distress to their victims. The offending behaviours include touching, grabbing or fondling of erogenous or non-erogenous parts of the victim's body. The purpose of this study is to examine a prison cohort of OOM offenders and to compare them with a group of OOM offenders who had been remanded in a state mental hospital.

All prisoners serving sentence over a two-year study period were interviewed. They were of similar mean age to the hospital cohort but were better educated, more likely to be married and most were working. Victims tended to be young females with an average age of 19 years. Psychotic disorders were rarely present, although 15% had a dissocial personality disorder. Those with previous OOM convictions were likely to have had past psychiatric consultations and were more likely to be unmarried.

However, there were no statistically significant differences between convicted first-time offenders and repeat offenders with respect to age, educational level, nature of offences and alcohol consumption. The prisoners were less inclined to commit their offences in the mornings. Breasts and genitalia were the favoured targets for molest action, irrespective of time or place or whether the offence was committed by a first or repeat offender. The offences were often committed along staircases, corridors and in crowded public places. 

More cases of women being molested, many on public transport

THE number of suspects arrested for outraging the modesty of women in Singapore has risen sharply this year, with many cases happening on public transport.

Figures collated from police news releases show that 46 men have been arrested since January in connection with at least 54 cases. Twenty of the alleged offences took place on public buses or trains, or when the victims were near train stations or bus stops. There were 17 arrests for outrage of modesty during last year. These figures, however, are just the tip of the iceberg.

Monthly crime statistics shared by the police on its smartphone app, Police@SG, show an average of between 90 and 100 reports of molestation each month – the highest among the five preventable crimes in Singapore.

A man caused a stir outside the Lasalle College of the Arts on Monday evening when he removed all his clothes briefly.

Stomp user Claudette submitted pictures of the man - whom she described as a very pale, slightly built young Chinese between 18 and 24 years old - in his underwear, as well as totally naked, to the citizen journalism website.

She added that the man, clad in a white T-shirt and trousers, dropped his backpack and water bottle as he walked alongside the outdoor walkway of the Lasalle building on McNally Street at around 7.15pm before stopping in the middle of the walkway and undressing.

Couple causes stir at Resorts World Sentosa pool

A couple allegedly stripped naked and had sex in a jacuzzi pool at Resorts World Sentosa's (RWS) Equarius Beach Villas last Friday afternoon.

A contributor, who sent a photo of the couple, to citizen journalism website Stomp claimed that the couple had done so even though there were children swimming in the pool at that time and were looking at them.

While the jacuzzi is only meant for adults, it sits within a larger pool shared by all guests of the beach villas.

Last week, an unidentified man in his 20s went to a 24-hour McDonald’s restaurant along Queensway to buy coffee in the nude. Another man was arrested in Ang Mo Kio after he sat down naked on the street for a few hours

The Internet has also allowed such cases to go viral online, due to camera-equipped mobile phones and citizen journalism websites like STOMP.

The Stomper said she spotted the woman at the the cinema's ticket counter, and other passers-by were also looking at her wardrobe malfunction.

Tan also saw the same woman after the movie, and said her skirt was still in the same manner. However, the woman reportedly did not make any attempt to adjust her attire.

Xiao Meili, a 25-year-old Chinese feminist, started an armpit hair photo contest on Weibo a week ago and it received plenty of responses. Dozens of women got involved by sending in selfies with their arms raised, exposing their underarm hair. Among the women involved were three of the Feminist Five who were arrested in March.

"Women should have the right to decide how to deal with their bodies, including small details like armpit hair," Xiao told CNN. "You can choose to shave it, but you shouldn't be forced to do so under the pressure of stereotypes."

They ask, why should women have to shave their pits when men are never expected to?
To subvert the double standard, feminist Xiao Meili, 25, started an armpit hair photo contest on Chinese social network Weibo.

Dozens of women have participated, including three of the five feminists briefly arrested in March over a protest for gender equality. The participants sent in selfies and glamor shots with their arms proudly raised, revealing natural hair underneath.

Six Chinese women who proudly posted photographs of their unshaven armpits online have been named the winners of a contest held to challenge the notion that women must have hair-free armpits to be attractive.

Xiao Meili, 25, a women’s rights advocate who organized the contest, said she received 46 photos of unshaven armpits during the two-week contest that began May 26. Winners were selected based on the number of “likes” and “reposts” their entries attracted, she said.

“We didn’t choose them based on whether they were very hairy or very un-hairy,” she said in a telephone interview on Thursday. “Just the votes.”
